heartland of the pork industry, deals
with the farm level. Phase two, will
concentrate on preventing infections
of "bugs" like salmonella and will
focus on the processing plant level.
Phase three, if it indeed takes place,
would concentrate on environmental
and animal welfare aspects.
The project started by
concentrating at the farm level
because Canadian pork is already

being refused admittance to Japan
because of traces of drug residues,
Blackwell said. "Nobody but
producers can control residues in
pork. You can't do anything at the
packing plant. The thrust of the QAP
will be clearing up the drug stuff that
could hurt exports."
If the packers can be assured that
drug residues are being controlled
at the farm level, it will take away
the worry about shipping pork all the
way to Japan only to have it rejected
because residue showed up in one
tested carcass. If a farmer ships 100
pigs to a packer now, the only way to
be sure that all 100 pigs test negative
to drug residues is to test all 100.
That's prohibitively expensive. If a
QA system, where the herd
veterinarian signs off that proper
withdrawal limits have been met and
the feed adviser signs that protocol
for medications in feeds have been
met, then the packers can be more
confident of meeting international
trade requirements.
