Budget cuts

Usually "Water Matters"
features articles which consider
rural water pollution sources and
remedies, various agricultural grant
programs and other related topics.
However, this month's focus is on
recent provincial budget cuts that
have left Conservation Authorities
reeling.
Conservation Authorities are
locally based resource management
agencies working in partnership
with the provincial government and
497 member municipalities and 11
regional governments across the
province to protect local
watersheds. Their efforts include,
but are not limited to, erosion
control, flood forecasting, lakeshore
management, land -use planning,
tree planting and beach water
quality improvement programs.
Acquiring and managing natural
areas, such as wetlands and
woodlots, are part of their mandate.
Conservation Authorities also
provide conservation education
programs for children, an
opportunity to appreciate wildlife
and the environment while having
fun.
Ironically delivered during Earth
Week, the Ontario government's
announcement slashed the budget
for Conservation Authorities by
almost one-third or $11 million.
Not only must operating and capital
spending be cut in a fiscal year that
began January 1, 1993, but it is
conceivable that over 100,000
hectares of environmentally -
sensitive land in Ontario, acquired
by Conservation Authorities over
the past 50 years, may have to be
sold. Richard Turkheim, Executive
Director of the Association of
Conservation Authorities of
Ontario, has stated that "this is a
direct assault on the environment."
The effects of these budget cuts
will be felt in a number of ways and
for years to come. Some of the
most beautiful and significant
natural areas including beach areas,
forested camp grounds, wetlands
