The proposed Bill is designed to: 1. Force the Ontario government to take increased account of environmental quality in its policy-making and administrative processes. 2. Allow the public a greater role in governmental decision making where this is seen to affect environmental integrity. 3. Allow the public to initiate direct court action where the environmental quality of "public resources" is seen to be in jeopardy, and 4. Protect employees who raise objections pertaining to the environmental appropriateness of actions taken by employers. Passage of the Bill, as presently drafted, would mean an increased necessity for Ontario farmers to be able to provide a common defence against public - initiated court actions which could be directed againt the activities of individual producers using generally accepted modern agricultural practices, by "public interest" groups. Farmers may face the possibility of opposition from public interest groups funded by intervenor funding opposed to certain actions — for example, drain construction and maintenance, or manure disposal facilities. At the same time, farmers should not be seen as being opposed to reasonable actions designed at environmental improvement. To obtain a copy of the Overview of Task Force Report (10 pages) or the Task Force Report (212 pages) write the Environmental Bill of Rights, Ontario Ministry of Environment, 135 St. Clair Ave. W., Toronto, ON M4V 1P5 or Phone 1-800-565-4860.
