through a free -enterprise system, a re-
duction in prices as companies com-
pete for market share.
Farm Mutuals strongly support this
free -enterprise process and truly be-
lieve that it is the best option for Onta-
rio. (Auto insurance in Ontario has re-
gistered a profit last year for the first
time in four years: 1990 — 245 mil-
lion profit; 1989 — 204 million loss;
1988 — 408 million loss; 1987 —142
million loss.)
It should be recognized that auto-
mobile insurance in Ontario is already
strictly controlled by government. In-
surance companies can only use the
government approved policy wording,
and rates cannot be changed without
government approval. Copious
amounts of statistics have to be report-
ed to the government monthly, and
insurers who do not adhere to govern-
ment regulations face strict penalties.
It is important that the public
understands that the "product issue"
(i.e. no fault versus tort) is independ-
ent of the "ownership issue" (i.e.
government monopoly versus free
enterprise). The government already
controls the product. We are hopeful
that if the government decides to insti-
tute changes, they will be confined to
adjusting the product and that they
will leave the distribution of automo-
bile insurance in a free enterprise
system.
The loss of automobile insurance
would mean a tremendous adjustment
for many of the farm mutuals. Lay-
offs would be a certainty. We believe
that those jobs would not be replaced
in government offices in the rural
areas in which the mutuals are located,
resulting in a movement of jobs into
larger urban areas.
Also, a number of the mutual com-
panies have moved into larger office
premises and installed more sophisti-
cated computer systems since moving
into auto insurance lines. Loss of this
insurance would mean these capital
expenditures would not be utilized to
their fullest potential.
We anxiously await the announce-
ment.
