HCFA APRIL MEMBERS' MEETING
President Brenda McIntosh wel-
comed everyone to the meeting on April
10, 1991, at the Blyth Public School.
The minutes of the last members'
meeting were passed as printed, on a
motion by Bob Down, seconded by
Walter Elliott. Carried.
Bob Humphries from OMAF talked
briefly on the new Farm Assistance
Program just released by the Ontario
government. He handed out sheets
explaining the system, adding that more
information would follow, as the pro-
gram is still in its initial stages.
Bob also announced a public meet-
ing to be held in Clinton town hall on
May 21 at 7 p.m., on the new OMAF
building, to discuss zoning, objections,
bylaws, etc. Everyone is urged to at-
tend.
It was approved to pay $299 to Heinz
Claus for brackets for OFA signs, on a
motion by Jeanne Kirkby, seconded by
Bill Wallace. Carried.
Brenda mentioned that she had at-
tended the Ontario cabinet meeting
when the OFA brief was presented by
the OFA president and executive. There
were many in attendance, including
farmers and representatives from many
commodity groups.
President Brenda introduced Dona
Stewardson from the OFA executive,
who spoke on the new Environmental
Bill of Rights which is to come to parlia-
ment on May 6. It seems that at the
present time there area lot of loose ends,
and many people are very upset at the
speed at which this bill is going ahead.
She was not familiar with what the exact
changes would be to this bill, but intends
to try to postpone the legalization of it
for a longer time than May 6. Dona was
appropriately thanked by Barry Elliott
who presented her with maple syrup.
Dona thanked us for asking her to come,
and explained that she "just loves" talk-
ing on the environment subject.
An "open letter" to Don Mazankow-
ski and Elmer Buchanan was read,
stressing the fact that most farmers have
been left unprotected from disastrous
prices of 90/91. Eastern grain farmers
will get almost nothing out of Agricul-
tural Stabilization Act programs, so a
special deficiency payment must be
provided this spring to "bridge the gap"
until GRIP is in place for the next crop
year. Assistance reflecting the concept
of the new safety net programs must
come in the form of "new money" and
not as an advance against future GRIP
payments.

This letter has already had the sup-
port of 21 farm related groups, and was
approved by the HCFA on a motion by
Jeanne Kirkby, seconded by Steve
Thompson. Carried.
Heinz Claus presented a motion
from Normanby Township Federation
of Agriculture in Grey county on the
location and maintenance of a public
stockyard in the Toronto area, as the
present one at Keele Street and St. Clair
Avenue in Toronto is under pressure to
be removed or abandoned.
Potential developers of the valuable
real estate, competitors in livestock
sales, the city of Toronto, and other
groups, are fighting to have the present
stockyard removed. Motion by Heinz,
seconded by John Nesbit, to support this
resolution. Carried.
