Since the election of a Conservative government in Ottawa, the board seems to be paralyzed; paralyzed to make any public statements to protect our industry and to seek consumer and urban assistance which the NFU, through experience in consumer education, knows is there. Yet, you jarred yourselves out of your paralysis to support the "stable funding" proposal for the OFA — a proposal that deals out the Christian Farmers Federation and Catholic Rural Life, let alone your principal supporter, the "radical NFU." The lack of support for the OFA in spite of an aggressive, well -funded mem- bership program together with a highly distributed propaganda organ (Farm and Country) does not "fool" the average milk producer and the Ontario farmer. In fact the sterility of the OFA suits the goals of the govemment of Ontario and, obviously, the "lack of goals" of the OMMB. The system of several GFOs rather than one preferred one puts balance into the democratic process. The political party system is an example. The NFU continues to work very hard for the agricultural community. It is through supply -managed marketing boards, supported by producer funding, that we will ensure a viable market coupled with a decent standard of living. However, as representatives on a producer -elected board, you must be encouraged to ensure that the environment in which you make decisions does not isolate you from the producers paying the bilis. You have a great responsibility toward Ontario dairy farmers. In these critical times, if you ask the right questions out in the countryside, dairy farmers too frequently are critical of the board's lack of profile, and distrustful because they feel patronized. Farmers do not want to receive information that is censored or at Least altered to put out the most positive message possible. Farmers are quite capable of dealing with the facts. We must learn from experience and look to the older members of the board to share their experiences with newly elected members but, as well, to challenge them to new directions that will provide the leader- ship required for our dairy industry today. The evolution of the industry over 20 years from the producer side must be reflected in the evolution of the industry's leadership.
