Huron County Federation of Agri-
culture Board of Directors Special
Meeting:
Approximately 30 members of the
HCFA Board of Directors were out to
hear Jim Johnson, a committee member
of the OFA Stable Funding committee
read and review the proposed draft re-
port from the OFA committee. Mr.
Johnson made an excellent presentation
of the report, followed by questions and
discussion.
At the conclusion of the meeting, a
motion was made by Brenda McIntosh
and seconded by Bob Harrison to adopt
the report of the Steering Committee of
OFA on Stable Funding. Motion car-
ried. The report will be presented at
OFA level once again after feedback is
received from individual counties.

Recommended Features
of the Mechanism
The Stable Funding Steering Commit-
tee recommends that:
1) The Farmer Registration shall be
voluntary; and
2) The Ontario Farmer Registration
system shall have a single fee with two
identified components: a) a non-refund-
able registration fee; and b) a refundable
General Farm Organization fee; and
3) Farmers who register shall have the
opportunity of direct access to apply for
all provincial, agricultural related gov-
ernment programs and services as pre-
scribed; and
4) Farmers who register during the first
two months of the annual registration
period shall obtain an early registration
discount; and
5) Farmers who register shall have thirty
days from the date of registration to
apply for each provincial, agricultural
related program and service as pre-
scribed; and
7) The Registration System shall pro-
vide for the Certification of one General
Farm Organization that makes applica-
tion to represent the general farm inter-
ests of Ontario agricultural producers;
and
8) Such Certification be the responsibil-
ity of an agency/tribunal appointed by
the Government of Ontario; and

9) The authority for the Registration
System be implemented by statute of the
Ontario Legislative Assembly; and
10) The Certified General Farm Organi-
zation shall work co-operatively with
the government to select a third party
Registrar; and
11) Farmer Registration shall be annual;
and farmers shall be registered as per-
sons; and finally
12) Farmer Registration will require the
collection and exchange of information;
and in this regard the certifying agency,
the third party registrar, and the certi-
fied general farm organization shall at
all times respect the protection of pri-
vacy and confidentiality of the individ-
ual.
It is the opinion of the Stable Fund-
ing Steering Committee that these rec-
ommendations, taken together, fulfil the
Committee's obligation to design an
Ontario Farmer Registration System as
a means of establishing stable funding
for the certified General Farm Organi-
zation.0
