levels in Ontario since the end users
will likely wait until after the CITT
announcement before deciding how
to approach their corn purchases over
the next few months.
I do think that basis levels will
strengthen in the coming months
assuming that the duty stays.
Theoretically, we may have enough
corn to supply the market but
logistically, it may not be in the best
location for easy movement. It is
tough to now tell a producer to hold
onto corn anticipating that basis will
go higher when the basis has actually
slipped over the past three months
because of producer selling
outstripping demand. But if strong
hands own the remaining corn in July,
the countervail amount will get
reflected more directly in the basis at
that time.
There can be a downside to the
countervail action if demand is
curtailed through plant closings or
competition from other feedstuffs or
grains. Also, keep in mind that
several large hog operations in
Manitoba and Quebec have been
granted duty relief on imported corn
since they export hogs to the U.S.
Next month at this time, the future
should be much clearer in regards to
the duty and should help growers
decide whether or not to grow corn.0
