I do think that basis levels will strengthen in the coming months assuming that the duty stays. Theoretically, we may have enough corn to supply the market but logistically, it may not be in the best location for easy movement. It is tough to now tell a producer to hold onto corn anticipating that basis will go higher when the basis has actually slipped over the past three months because of producer selling outstripping demand. But if strong hands own the remaining corn in July, the countervail amount will get reflected more directly in the basis at that time. There can be a downside to the countervail action if demand is curtailed through plant closings or competition from other feedstuffs or grains.
