were a lot of good calves across the
province. When he took his calf to
the Teeswater Fair that year he was
warned that the calf would be too
heavy to win by the time of the
Royal unless he walked the calf a
mile a day. He did.
"It taught me discipline," he
remembers.
Barfoot too remembers the
discipline required to complete a
project in those days. There were
projects to be completed and
workbooks that had to be kept up to
date and a sense you had to be
responsible for getting everything
ready for the next meeting. And the
reward for this was a simple
certificate at the completion of the
project which was "only a piece of
paper" she recalls wryly.
The post-war baby boom created
exploding membership for 4-H with
28,833 members in 1965 in 2,415
clubs. The following year the 4-H
senior program was developed.
Biggest
change,
withdrawal
• of OMAFRA
The biggest change over the years
has been the withdrawal of the
Ontario Ministry of Agriculture and
Food from support for the 4-H
program. Ever since Stanley Knapp,
district representative for the
Department of Agriculture,
organized that first livestock club in
Waterloo County in 1915, the
government's agricultural ministry
had been involved in encouraging,
and originally, directing, 4-H. Many
Ag ministry leaders started off as
Rural Organizations Services
representatives when they were new
to the ministry.
But when OMAFRA began to
trim its budget in the late 1980s, one
of the first targets was removing
support staff for 4-H, throwing the
burden of work onto local volunteers.
"OMAF told us what to do and
how to do it," recalls Pat
Saundercock, a 4-H leader for more
than 30 years in Huron County, of
the days when Ministry staff ran the
