"It's not rocket science," he says.
Once the strategy or the planning
document are in place, it is reviewed
by the ministry. While MacMillan
says this is part of a checks and
balances system, others express more
frustration. Robillard recalls sending
in a detailed plan and getting a quick
letter back saying there were
deficiencies. He had to go over the
plan and tell people where the
information they wanted was already
included in the plan. It probably
meant a couple of hours' extra time
going back and forth that added more
expense for the client, he said.
Then there's the frustration with
new interpretations of the
regulations. "We're hesitant to give
advice to clients because the
interpretation of the rules keeps
changing," says Nichols.
That includes both the rules for
nutrient management and rules
for funding programs.
Eligibility rules for funding through
the program administered by the
Ontario Soil and Crop Improvement
Association seem to change often,
Nichols says. The OSCIA people
seem to be working with the best
information they've got and local
reps are doing the best they can but
farther up the line changes keep
happening.
Robillard illustrates the point with
the case of an application for funding
that was sent in for approval. He was
told subsequently that a farm
registration number was needed, and
then that the client's social insurance
number was required. In neither case
was there any space on the
application asking for the
information.
But MacMillan said he's been
doing NM planning long enough that
it doesn't surprise him when he
receives a request for more
information, even when he thinks
he's provided everything needed.
People reading the application see
something differently than you did
and ask the question, he says.
Sometimes the reward wasn't
worth the effort as far as the grant
money was concerned, says
Robillard. You can put together 25
pages of technical information to get
$1,000 in return under the old 20 per
cent support, he said.
