'Brodsky tried to focus the
discussion, noting that whether
problems came from farms or
malfunctioning septic systems what
was needed was an incentive for
people to improve the situation. The
goal needs to be to see what
incentives there are for people to
change what they are doing, he said.
"Otherwise you can spend a lot of
money trying to pinpoint the
problem."

Huron County clerk -administrator
now living full-time in the Amberley
area, (and an ACLA member) said
the county needs to implement a
county -wide bylaw to require septic
tank system maintenance and
certification.

With new provincial legislation
about protecting municipal wellheads
from possible contamination, Huron
has already been conducting studies
into how to go about protecting the
capture area from which water feed
into municipal wells.
In conjunction with this, Huron
officials are already looking at some
sort of incentive program for
landowners to undertake water
quality improvement projects, even if
