'Farmers Can Access NISA Funds'
More than 33,000 producers in Ontario were surprised in April when they sought to withdraw funds from their
Net Income Stabilization Account (NISA) funds. It turned out that their account balances, which total more
than SI billion, had been frozen by the federal government.
Premier Ernie Eves pressured the federal government to free up the money with the result that eligible producers are now having
their NISA applications processed.
Further, I forwarded a letter to the federal minister of agriculture, Lyle Vanclief, requesting acknowledgement of the federal
government's intentions towards making the 2003 market revenue (MRI) payments. In the letter, 1 made the point that the provincial
government has accepted the recommendation of the farm organizations that the terms be set at 90% of the previous I 5 -year average
of market prices (for the commodity in question) and adjusted for the farm input price index for eastern Canada — and that the
federal government should also agree. So far, there has been no response from the federal government.
Finally, let me touch on the problem of BSE. The provincial ministers of agriculture met in British Columbia last week to discuss
BSE and the impact it is having upon the entire Canadian cattle industry. The Western premiers have brought forward a proposal on
disaster relief for study by the federal government. Minister Vanclief has defined this issue as a federal matter, and 1 certainly believe
that a national problem requires a national solution. We will work with the other provinces and the federal government to find that
solution.
