Ministry of Agriculture
New Direction for Nutrient
Management
Following wide consultations and in response to public input, the Ernie Eves government has revised proposed
regulations under the Nutrient Management Act. The changes reflect what I heard as Minister of Agriculture
and Food traveling Ontario listening to what farmers and others had to say about the Act's draft regulations.
1
We heard that the draft regulations were so complex and costly as to put many Ontario farmers out of business. This was never our
intent, so we listened to what you had to say. Then we acted. We simplified the regulations, made them clearer, reduced paperwork, and
provided farmers with greater flexibility in complying with standards, while maintaining key water and environmental protection
objectives.
The changes this government adopted include:
Extending the time -lines for compliance, or referring them to a provincial advisory committee that will recommend appropriate dates.
Having the provincial advisory committee also provide recommendations for a number of specific nutrient questions, such as odor -
related standards and seasonal outdoor feeding standards.
Making most Ontario farm operators eligible to use the short -form Nutrient Management Plan.
Making OMAF the first point of contact for on-farm nutrient management issues, including monitoring.
Promising no implementation for existing farms until cost -shared arrangements exist.
Providing greater flexibility for winter spreading, slope application and days of storage.
