OCA Past President Stan Eby outlined the proposals to a packed house at Elmwood. The recom- mendations will be discussed at county beef producer meetings then voted on at the OCA's annual meeting, February 19-20. Key recommendations include reducing the size of the OCA Board from 49 (one for each county organization) to 12, representing various sectors of the industry. Grassroots contact would be retained through an advisory council made up of 49 representatives from the county and district cattle organizations which would meet two or three times a year. Hopefully, Eby told the Elmwood meeting, this will assist in two-way communications between the county level and MCA. Delegates to OCA's annual meeting will consider reducing the number of delegates to future annual meetings to 150 from the current 200. Under the proposals the current 11 internal standing committees would be eliminated, replaced by only a cow -calf and a feedlot committee. Ad hoc committees could be struck as required. Reforms to the check -off system would include a rebate for licence fees on cattle that are resold within seven business days. On the other hand there would be an increased effort to collect fees from private treaty sales. Fees would continue to be collected on export sales. The organization also proposes a voluntary $100 membership, over and above the current checkoff. Those paying the membership would receive additional services. The Ontario Veal Association may consider petitioning the Farm Products Marketing Commission for independent status.0
