It found that ground water was commonly contaminated and E. coli was common, said Goss. The main risk for pollution occurs when m,inurc is not contained. Goss also pointed out the shift trom dry manure to liquid manure in the 1950s has increased the need for good nutrient management. However, uncovered dry manure from which water is allowed to run is also a potential problem. Perth County's Paul Verkley, a member of OFEC's nutrient manage- ment committee, spoke about envi- ronmental farm plans, saying of the 60,000 Ontario farms (not all live- stock), 18,000 have voluntarily com- pleted the workshop. The workbook, from the Wisconsin proto-type, was expanded to include all aspects of the farm operation and is now used around the world, he said. With the completion of the plan, farmers are eligible for $1,500 in capital investment for remediation from the government, but Verkley said farmers are often matching gov- ernment dollars three -to -one. Through the program, $30 million has been invested to upgrade existing operations. Work is also underway to look at ensuring large operations are neutral to the environment. "With four or five farms amalgamating into one unit, we have to make sure it is not going to have more of an impact on the environment than the five smaller ones." Ontario agencies are also looking at the land base that is to serve large operations. Verkley said there are now areas where it would be difficult to establish a large operation because there is no land available for the spreading of manure. He added that currently Huron and Perth Counties, areas of high live- stock concentration, are only utiliz- ing approximately 33 per cent of the land base. "In Ontario, we've got very productive land, good farmers and still room to expand, in an envi- ronmentally friendly manner."
