Water supply is threatened in
three ways by human
activities in the watershed,
she says. First, the quantity of water
available for supply is reduced by
activities that block infiltration of
water into the ground such as urban
pavement, or channel water away
quickly before it can infiltrate, such
as drainage systems. Secondly, the
availability of Water supply is
threatened by overuse, that is by
excessive demand, inefficient water
use and inappropriate allocation.
Thirdly, the quality of water
available for water supply is
threatened by pollution from both
point sources and non -point sources.
Upstream water use and land use
affect downstream neighbours,
regardless of municipal boundaries.
For the people at the lower end of
the watershed, the problems created
by all the upstream residents
accumulate, so any improvements
upstream have a significant effect.
And Minshall sees reason for
optimism. For one thing, there is a

growing interest in water quality as
evident from the overflow crowd that
travelled to Guelph for the Ontario
Rural Council's seminar.
And despite growing concerns,
water quality has improved
"profoundly" over the last 20 years,
Minshall says.
As well, she says, Ontario has a
tool for managing water quality
beyond municipal boundaries
through the conservation authorities
which deal with the entire watershed,
not just the interests of the local area.
It's a mechanism envied around the
world, she says.
The CA's watershed planning
process also allows the authorities to
"focus our efforts on those actions
that will make the biggest difference,
and to plan ahead to ensure that we
have sufficient good quality water in
the future, even with growth and
agricultural intensification and
climate change."
She also sees reason for optimism
in the large number of farmers who
have taken part in Environmental
Farm Plan workshops and become
