First, the quantity of water available for supply is reduced by activities that block infiltration of water into the ground such as urban pavement, or channel water away quickly before it can infiltrate, such as drainage systems. Secondly, the availability of Water supply is threatened by overuse, that is by excessive demand, inefficient water use and inappropriate allocation. Thirdly, the quality of water available for water supply is threatened by pollution from both point sources and non -point sources. Upstream water use and land use affect downstream neighbours, regardless of municipal boundaries. For the people at the lower end of the watershed, the problems created by all the upstream residents accumulate, so any improvements upstream have a significant effect.
