About a year and a half ago representatives from Federations of Agriculture, Women's Institutes and a whole range of other rural groups were invited to a meeting by the Conservation Authority and asked for their priorities for the watershed. About 40 representatives of different groups attended the session and expressed interest in things like sustainable wetlands, but also asked that agricultural land uses be considered when measures are being discussed that might affect farmers. People in this area are not dependent on what others do before the water reaches them, says Minshall. Instead, they're the ones being asked to carry out best practices and other management changes that benefit those downstream without real benefit to themselves. Those attending the meeting said they felt the downstream population that wants them to change their practices should Upstream landowners want downstream residents to share the cost of changing management help pay the cost of those changes. Minshall says the Rural Water Quality program, put in place by Waterloo Region, Wellington County, the City of Guelph and various farm organizations, provides the ability for everyone in a watershed, those who benefit and those who are doing the wo'rk, to share the costs of improvement projects. She promotes a watershed approach, based on the premise that "everything is connected to everything else". "A watershed includes water and related land resources that affect or are affected by water, including streams, wetlands, forests, soil, fisheries, humans and other living things.
