CODERICH---•"Everyone north of
the Huron road to Seaforth .can
come opt of their shelters in six
hours," This is the .type of message
citizens may .hear in event of haz-
ardous radioactive fallout.
To measure radioactivity in the
atmosphere, three monitoring sta-
tions will be equipped with the ap-
propriate instruments. They are in
themselves, of course, shelters.
One bas been built immediately
north of the C.N. 'station in God-
erich; others are being establish.
ed at Hensall and Clinton. The
CN agent here will take charge in
event of, fallout, and report as ne-
cessary to a regional station at
London ,
Huron Is not designated. as a
likely target area in a nuclear at-
tack upon the North American
continent. However, the county 1
could be subject to heavy radio-
active fallout, probably from det-
onations on the Michigan penin-
sula. A less likely origin would be'!
from detonations in the Toronto,
Hamilton, Niagara Falls, Windsor
and London areas.
"At the best," Emergency Mea-
sures Co-ordinator Murray Mac-
Donald reported to county council,
"Huron County can expect a. 2 -hour
warning of a nuclear strike on
targets that would affect the coun-
ty. At the worst the warning could
he 15 minutes. Approximate time
of arrival of radioactive fallout
could be from two and a half h'orn's
at best, to 45 minutes. ,
"A radioactive monitoring system
is in process of being established
and we are privileged to have these
federal institutions established in
our county. They are being handled
by people here. If ,an event actually
happens, they have instruments to
take readings on radioactivity In
the atmosphere and would publicize
these readings."
Only One Battery
In regard to county organization
for an emergency, Mr. MacDonald
said: "In our county with. some
50,000 population we have only one
battery of militia, and that Is in
Wingham. We cannot expect it to
do too much. The St. John Ambu-
lance is behind us 100 per cent,
though we have only the one small
division in-Goderich', but Wingharti'
'.r Ihave
].00
is interested and 90to
names in that group. I think they
will organize St. John in the late
summer. , When that is completed,
I intend to stimulate the southern.
end, Exeter, and then the eastern
the Seaforth area, so we will have
the St, John on the periphery of
the county. I think they will he
a great assurance to us if we had
either a warlike or natural disas-
ter, I have accepted voluntarily to
be the area commissioner.
"The Exeter community group is
being organized now, including Us-,
borne, Hensall, Hay and Stephen, I
They have appointed an Emergen-
cy Measures officer who is an en-
thusiast. At Wingham I have had
my first meeting. That group in-
cludes Blyth, Brussels, Turnberry,
ITowick, Morris ,and East Wawa --
nosh, and they are in process of
organizing. We will have by the
middle of the summer the northern
and southern parts organized from
the EMO point of view, and this is
a good accomplishment.
"Our emphasis should he on our
survivaland preparing this county
to receive people from less fortu-
nate areas. •
"Please don't think this is for
war; it is emergency measures and
all that that involves. The good
Lord has protected us in this coun-
ty, but there is no reason we can-
not be hurt by tornado or some
such event,"
When the report was brought in
Reeve Morgan Agnew of Clinton,
chairman, said: "For this particu-
lar work we are very fortunate in
having selected a man of Mr. Mac -
Donald's ability, He has done a lot
of work -it has not' been easy- and
.he has shown devotion to duty and I
an interest in this work,"
Reeve Tom Leiper of Hullettl
said he felt ,as though he had. let)
Mr. MacDonald down.
"In a rural municipality," he
said, "it Is hard to get any co-
operation 'or a program set up. I
do not find anybody interested,"
"1 thought we had sold this
through the county," said .Reeve
Agnew. "Personally, I carry fire in-
surance and life insurance and.
hope I do not get burned out or die,
but T have this protection, We may
never have this emergency, but it
is good insurance to have this or-
ganization, It would be .a terrible
situation if an emergency arose
and we had no preparation, We
would he blamed."
Mr. MacDonald mentioned that
Major John Clark, provincial field
officer of EMO, was present and
available to answer questions. No
questions were asked, and Warden
McCuteheon ramarked that the re-
port seemed "to have all the ans-
wers; '
Mr, MacDonald reported visiting,
since last council session, Legion
branches, municipal officials in
every area except Seaforth, CM,detg,
Boy Scouts, scoutmasters and hos-
pital staffs.
"The Legion is behind us 100 per
cent in any planning we put into
effect In our enenty," he said.
