AS IF TRAFFIC PPROBLEMS in Wingham weren't bad enough at
times, Police Chief James Miller was faced with this rig tied to
a fire hydrant, parked over two hours, and obstructing a side -
street near the town hall on Monday afternoon, The outfit which
the officer is ticketing is an advertising gimmick of the Kinsmen
Club, promoting the annual Trade Fair on June 7, 8 and 9. It
could be, however, that Chief Miller will have a hard time to
make the charges stick. The pony doesn't look like a very co-
operative witness. The Trade Fair which is being advertised
is the Kinsmen Club's big money -raising effort of the year.
