Overtime ahead as Blyth councillors deal with planning It will be lots of overtime for members of Blyth Village Council in the next few weeks as they work to complete two important planning documents. Councillors will be holding extra meetings to undertake the five-year review of the original Blyth Secon dary Plan and will also be putting the finishing touches on a proposed Zoning By-law for the village. The review is long overdue since the secondary plan was first accepted in 1979. The zoning by-law was drafted by last year’s council but now must be reviewed by the new council because Reeve Albert Was son is the only remaining council member. Cindy Fisher of the Huron Coun ty Planning and Development De partment discussed the two pro jects with council. She explained the secondary plan sets out the development plans of the village in broad strokes while the zoning by-law puts teeth in the enforce ment of the secondary plan. It will regulate what can or cannot be built on each lot in the village. Ms. Fisher predicted it would take two or three meetings to complete the five-year review. It will incorporate recent changes in the planning act, provincial legisla tion, as well as any changes council wants to include. These will likely include changes in the flood plain mapping along Blyth Creek which determines what land near the river can be built on. When the draft zoning by-law is approved by the new councillors a copy will be circulated to every property owner and there will be an opportunity, probably through an open house, for property owners to comment.
