MacDonald, a native of Goderich, has been appointed Emergency Measures Coordinator for the County of Huron. The ap- pointment was made at the session of county council he'd last week, and arises out of the council's de- cision to set up the EM() in place of the formor civil defence organ- ization. Mr. Mact)onald at nresent holds the rank of ,lieutenant-colonel in the Canadian Army and is station- ed at Rivers, Man. He retires this month after 25 years service, and will take over his new post on Oc- tober 1st. He is .12 years of age, At Home to Friends On 45th Anniversary More than 100 relatives and friends called last Wednesday af- ternoon and evening at the home of Mr. and Mrs. Chester Higgins, Blyth, to offer greetings and con- gratulations on the occasion of their 35th wedding anniversary. Their only daughter, Miss Lenora Higgins, Reg. N., who is a super- visor on the staff of Victoria Hos- pital, London, assisted by her only brother, Joseph Higgins, principal of Mitchell public school, welcomed the guests, The register was in charge of their grandson, Wayne Higgins, of Mitchell, Their only granddaugh- ter, Miss Joanne Higgins, was un- able to be present, having been chosen to represent Perth County at Camp Council, Ryde Lake, Miss Mary Wearing of Wroxeter, cousin of Mrs. Higgins, who had been organist 45 years ago, poured tea, and among the guests was their flower girl, now Mrs. Ether- son Shera, of Wingham, a niece of Mrs. Higgins. Serving was Mrs. Alvie Higgins of Brussels and Misses Kaye Bot- toms, Peggy Paton and Mary Stew- art, all of London. The home was decorated with midsummer flowers. Margaret Brown, daughter of Leonard and Margaret (Miller) Brown of Wroxeter and Chester Higgins, son of Mr, and Mrs. Jo- seph Higgins, sixth line of Turn- berry Township, exchanged mar- riage vows August 30th, 1916, at the home of the bride's parents. The officiating minister was the late Rev. Crawford Tait, Bluevale, For 34 years Mr. and. Mrs, Hig- gins farmed on the Higgins home- stead on the 6th - of Turnberry, be- fore retiring to their present home in Blyth eleven years ago. They are members of Blyth Unit- ed Church, where Mrs; Higgins is a valued member of the W.A. and the W.M.S. She is also convener of Citizenship and Education in the Blyth Women's Institute. Guests at the anniversary were from Brantford, Brussels, Clinton, Collingwood, Detroit, Erin, Ford- wich, Gorrie, London, Wingham. and Wroxeter, SEPTEMBER SESSION COUNTY EXPECTS TO SHOW SURPLUS Meeting for a short September session last week, Huron County Council heard Clerk - Treasurer John Berry predict a surplus of $25,000 for the current year, despite sharply increased costs in the Children's Aid Society. The report stated that the gen- eral account surplus is likely to be $24,357 and another $422 is expect- ed in the highways department. A report on the Huronview home for the aged indicated that the new wing will be 'completed "reasonably close" to the . original estimate, which was approximately $1,100,000. Highways expenditures to date total $616,452 and the balance of -expenditure 'for the remainder of the year is estimated at $405,548, Mr. Berry said the Huron County Library Co-operative will probably complete its program for this year with a substantial surplus, since operating expenses have been re- duced and grants are still to come in. A shortage of staff has helped to keep the Huron County Health Un- it within its allotment, Instead of a grant of $46;900 from the county, indicated at the first of the year, a grant of $42,500 now appears ade- quate.
