Two winters ago I was sitting in
the dining room of a hotel in
Florida, and opposite to me at the
table sat a stranger when.' I judged
by his appearance to be a pros-
perous American businessman of
middle age. We gradually got into
conversation about things in gen-
eral, and when he learned that I
was from Canada we talked about
the relations between our two coun-
tries, From politics we drifted into
a •discussion of financial and trade
relations, which developed into a
good - humored argument about
tariffs, balance of trade and Am-
erican control of Canadian indus-
tries, Labor, and natural resources.
My companion did not deny the
facts of the situation; he seemed
more pleased than annoyed at my
recital of them. "After all", he said,
"it is, a natural consequence of
free enterprise between two close
neighbors". As we shook hands in
parting he said, with calm assur-
ance, "I suppose we'll come to-
gether eventually".
Basking later in the Florida sun
and musing on what I had said
about the economic unbalance be-
tween Canada .and the United
States, I felt a pang of •guilt at be-
ing there. Was I not myself adding
to that unfair disparity of trade
by flying precipitately from Tor-
onto to Tampa? I could think of
no other excuse than that of the
English bishop who was very ill,
and whose doctor had told him that
his only chance 'of recovery was
a change to a warm climate—he
suggested 'Algiers. "But; I don't
want to go to Algiers", said the
bishop firmly. "Very Well", replied
the doctor, "you must choose be-
tween Algiers and going to heaven".
The bishop went to Algiers.

is a parable—although it does not
run on all-fours—of our dependence
upon the United States. Canada
isn't sick industrially and there
is no urgent necessity for us to go
to the United States, or any other
country for that matter, for pro-
ducts and services we can provide
for ourselves. We buy these im-
ported goods because they are
cheaper; 'but when we reckon the
tax cost of maintaining 350 thous-
and unemployed—to say nothing of
the drain on our economy by in-
terest on American loans and divi-
dends from controlled industries,
we are paying 'higher prices for
everything,

Economically we are very sick,
We are suffering from high blood
pressure—INFLATION. We have
more dollars. In circulation than
ever before, and they are worth
less than ever before, Where we
used to speak frugally of thousands
of dollars, we now speak lightly of
millions and even billions. Only the
other day it was announced that
Canada's trade deficit with the
United States amounted to a bil-
lions dollars, and nobody seemed to
wonder or express any great con-
cern about it. What is a billion?
In medical terms, it is extremely
high 'blood pressure, and the suf-
ferer is in danger of a fatal stroke.
This is already occurring in a spate
of labor strikes for higher wages
and fringe,benefits to make up for
the deflated value of the increases
obtained in the 'last strikes.
And so the pressure increases adl
infinitum. With every wage and
benefit increase, Costs and prices
are forced •upward, cheaper Import-
ed products steal our home Mark-
ets, exports decline and more Ca-
nadians are put out of work. The
only 'cure for this deadly disease
is a change of economic climate,
and We must ohooae between going
to "Algiers" And going to a, much
warmer •place.
