as many bakers and 10 times as many _
brewers. Yet Germany is far more efficient
in both areas than Britain.
"The more you get into it", Bulloch
says, "the more you see that bigness is a
rationale for power, prestige and money."
Big business stimulates growth of big
labour and big government which makes it
harder for small business to succeed.
Big, centralized business has been able
to appear economical in the past, he says,
because of cheap energy and subidized
transportation which make it easy to
distribute goods from a centralized
manufacturing point. This, he says will
change with the changing conditions and
already in Britain plans are being made
where one huge bakery will be
replaced by several mini -bakeries.
Decentralization can work in Canada.
Bulloch says, if we begin to work at it
harder. In Britain and the U.S. there are
already small-scale efficiency institutes
and Prince Edward Island's Institute for
Manpower and Resources is getting into
the area, initially looking at solar, wood
and wind energy resources.
The Federation represents a relative
handful of Canadian businesses when the
size of the small business community is
considered. Even if, as Bulloch hopes, the
membership in the organization grows of
100,000, it will still only represent one in
five small businesses.
Some people tend to think of Bulloch as
being a right-winger and as such, give the
same label to the whole drganization but.
he points out, "an N.D.P. er who is not tied
in with big labour sees us as relevent.
So does a Conservative who is not tied in
with big business."
Being at the grassroots is very important
to the Federation and so every month a
newsletter called Mandate is sent out to all
members with a questionnaire on how the
members feel toward various issues. The
results of the questionnaire are tabulated
and forwarded to elected politicians and
civil servants. The federation also has a
weekly business column which is run in
many weekly newspapers across the
country.
Through its various means, the
organization is growing with more and
more of our local businesses sporting the
membership sticker of the Federation on
their front door. The battle to change the
whole structure of Canadian business is a
Targe one, but who would bet it can't be
done by a man as a single-minded as John
Bulloch.
