Federal Minister: of Finance Michael
Wilson,promoting his government's pro-
posed tax reform initiatives, made a visit
to Huron County last Friday. The minister
spoke to about ` 65 areacitizens, mostly
members of .the business community, :at'a
dinner meeting at the, Candlelight
Restaurant in Goderieh.
Wilson said the "broad objective," of the
tax reforms which the government began
in their March 1985 budget is to "reduce in
dividual tax loopholes and broaden the tax
base so we can bring down the basic tax
rates".
He also said the government wants to
reduce the incidence .of "wide disparity"
between the amount of taxes paid by peo-
pie in the same income bracket.
"Fairness is first and foremost in the
guidlines," for tax reform, he said,
Wilson promised to reduce the percen-
tage of personal income tax as a percen-
tage of overall taxes and "spread the
load, between other elements -of the tax
system, such as corporate and sales taxes.
The intended result of the reforms, .said.
Wilson, is to "leave more ,money, inthe
pockets of Canadians," so they can spend
it in areasthat will get the economy
moving.
"We've had a pretty bouyant economy
over the last while, which. has .provided a
basis for continuing projects," Wilson
said. .
One of the government's objectives is to,
remove governmentfrom the decison-
making process in industry.
."So far, the private sector has respond
ed very productively," said Wilson, who
pointed out roughly 600,000 private sector
jobs have been created over the past year.
"We make it quite clear that we (the
federal government) know we didn't
create these jobs, They were created by
the private sector," he added.

Council delays appointments
to 1rary committee

Lucknow village council has decided to
hold off on a decision to appoint two people
to serve on a Bruce County Library Board.
At the council meeting on November 11,
council received a letter from the Bruce
County Library Board regarding the for-
mation of an Area Advisory Committee.
The board requires two appointees from
Lucknow to sit on the committee to serve
the southwest area of Bruce County.
Under the new system, a regional com-
mittee of four regions. (Vitiation, Port
Elgin, Kincardine and Walkerton) .would
replace individual library advisory com-
mittees in municipalities which have a
public library.
The meetings of the board would be held
four times per year and each appointee
would serve on the committee for :a one-
year term. The responsiblities of the ad-
visory committee would include long-
range facility planning, and expressing
concerns of the individual `library bran-
ches at .'these meetings, the letter
concludes.

letter to council, recommendedthey ap-
point Bernice Johnston and Lorna Guay
who both have served on the Iocal library
committee. `4I feel they would make good
representatives,"said Mrs. McQuail in her
letter.
She also recommended that council pay
the two delegates' gas mileage to 'the
meetings as they are already willing to
donate their time.

A farm accident claimed the life of a
kinloss Township man after becoming en-
tangled in a corn auger last Friday
morning.
According to the Kincardine Detach-
ment
etachment of the OPP, Allan (Keith) Maulden,
41, of Concession 3 of Kinloss, was killed
while cleaning the corn bin of a White 7300
Diesel Combine while the vehicle was run -
ping. He became entangled in the auger
and was later, pronounced dead. '
The Walkerton Ambulance, Lucknow
Fire Department and the Kincardine Cor-
oner were called to the scene.
The funeral service for Mr. Maulden was
held in Lucknow at the MacKenzie and Mc-
Creath Funeral Chapel on November 17.
Fund-raising Committee will stay active

The Fund-raising Committee for the proµ
posed new Lucknow arena has decided to
stay active, at least until January, after
the committee met at the Lucknow arena
on November 12.

determine the fate of the committee.
Walter Arnold,chairman of the Arena
Fund-raising Committee, said he would re-
main as the chairman and the committee
would remain intact until January 1.„ 1987.
He said the committee would wait and see
if a commitment would be forthcoming for
Lucknow village council after the funding
situation for the sanitary sewers in the
town was resolved.
"They (village council) are missing a
prime opportunity to obtain a facility that
would facilitate more than just hockey
players. It wound appeal to a Broader spec-
tram of people in Lucknow and area and
would be utilized far more than it is to-
day," said Mr. Arnold in an interview
following the meeting.
He said he was disappointed with
Lucknow council's decision, not to finan-
cially support the flew arena, but he was
sympathetic with the village's priority in
constructing the sewage system.
"I'm not blaming the present ad-
ministration who were left with the
challenge of sewage for the town which has
plagued the town for the past 20 years,'" he
said.
The plans for a new arena for Lucknow
were put on hold by the area Arena Board
after its meeting inti October. At the
meeting, Lucknow Arena Board represen-
tative Ab Murray said council was unable
to commit $75,000 for the project, and
Councillor George Anderson concurred
with Mrs. McQuail's suggestion, but he
said the current local advisory committee
should be consulted before a decision is
made. •
"I think they (Mrs. Guay and Mrs..
Johnston) would be good appointees too,
but we should let the board decide," said
Mr. Anderson. •
Council agreed to hold the matter until
the next meeting of the local Library Ad-
visory Committee meeting on November
14.
In other library news, council also
agreed with a resolution passed by the
Town of Walkerton regarding, the opera-
tion of the Bruce County Library Board,
The resolution states that the maximum
term for a citizen appointee is four con-
secutive years. Also, the resolution recom-
mends the citizen appointments to be
board be increased to four members.

In other business, Lucknow council will
get their long :awaited chance to speak to
Ontario " Environment Minister James.

sewers for the entire village. A letter from
Huron -Bruce MPP Murray Elston advised
them that , the meeting with the ,Enviro-
ment Minister is set for November 25 at
5:30 p.m., at Queen's Park, Toronto.
Pole rental
Council received a cheque from Kincar-
dine Cable TV for the rental of 246 hydro
poles in the village which also carry the
cable lines. The $1,940.43 cheque was for
the rent of the poles for one. year. The ren-
tal rates will be reviewed everyfive years
with the cable company. e -
Sympathy
The village of Lucknow sent a letter to
the .Town of Port Elgin expressing sym-
pathy from the village on the recent death
of the town's clerk Bill Coulter.

He advised the board that council were
told by its accountant that it would be
unable to debenture $75,000 until the sewer
project debenture was cleared with the On-
tario Municipal Board.
At that time, Ashfield, Kinloss and West.
Wawanosh Townships, had all pledged
$75,000 to the estimated $900,000 project,
contingent upon all municipalities involv-
ed in the operation of the arena making a
similar pledge of support.
At the committee meeting, Ken
Hamilton presented the members with the
bank balance of the fund-raising effort to
date. He said a total of $48,457 was current-
ly
urrently in the bank with the lottery fund sitting
at approximately $36.000 for a total .of
