A very special birthday party was held
at the ,Sepoy Apartments in Lucknow to
honor Mrs. Jean Hughes on her. 94th birth-
day on October 17.
According to long-time friend Belle
Mole, 35 guests registered for the after-
noon birthday party. The end result was a
number of gifts and cards which adorn one
of Mrs. Hughes' tables.
When asked to what she owes her long
life, Mrs. Hughes simply said she "just
keeps busy".
Mrs. Hughes was trained .as a nurse,.
graduating as a registered nurse from Vic.
toria Hospital in London in 1917. She mar-
ried her husband Allister Hughes in 1922
and lived on a farm on Concession 6 of
Kinloss Township. They left the farm in
1973, and lived in Wingham for three
years. Mrs. Hughes has been living at the
Sepoy Apartments for the last 10 years.
During her time on the farm, she served
as a "community nurse" visiting farm
tamilies in the area stricken witha bout of
sickness.
"If there was any children going to be
born back then, they just called on Jean,"
said Mrs. Mole who is also a resident at the
Sepoy Apartments.
"1 was just glad to be of help in the com-
munity," responded Mrs. Hughes;
One of the most memorable events of her
birthday party was a phone call from
Lillian Reed of Vancouver, a long-time
friend from her former nursing school in
London. They are the last two survivors
from the graduating class of 1917. She also
received a call from her niece from Arm-
strong B.C.
Although she's 94, Mrs. Hughes is still
busy in the community, belonging to the
South Kinloss Presbyterian. Church, the
Kairshea Women's Institute and the WMS,
from . the South Kinloss Presbyterian
Church. She also finds time to indulge in
her favorite hobbies - knitting and hooking
rugs and pot holders.

Councii options p•roperty
for proposed sewage facility
An agreement has been signed with
Floyd Milne to option additional land ad-
joining the parcel optioned from Gordon
Brooks, east of Lucknow in Kinloss
Township, for the proposed installation of
a sewage . treatment facility, Lucknow.
Reeve Herb Clark announced this week.
The village now has approximately -50
acres under option, an area large enough
to service the , entire village of Lucknow,
Mr. Clark said the village's engineers,
B,M Ross and Associates of Goderich, has
informed council, that the soil tests carried
out late last summer are favorable. Cour-
cil will now be getting in touch with Kinloss
Townshop council and the Bruce County
Planning Board. '
Although council has not received any
confirmation from the Ministry of the En- •
vironment (MOE) regarding their ap-
proval for the servicing of the entire
village,,.eouncil will be, meetingwith the,
MOE on. November 25 to discuss the issue.
said Mr. Clark.
If the Ministry will agree to having the
entire village includedin the sewage treat-
ment facility project, 85 per cent wouldbe
picked up by the. Ontario governmentwith
the remaining 15 per cent the responsibili-
ty of the village of Lucknow. Lucknow's
share of ` the project:is is estimated. at
$665,000.
While the method of payment is current-
ly , in the preliminary stages, Mr. Clark
said the costs based on an average assess-
• ment of $14,000 (frontage or. trollrate)
would be: cash payment. for connection
(one time only) - $750; Balance over 20
years of $95 a year or (one time only)
$635. There would be a yearly operating
and maintenance cost of $140., ,
Mr. .Clark said the_amount of money
which would have to be debentured would
depend upon the number of ratepayers
that would consider a one-time payment
only.

The proposed new arena for = Lucknow
• has been temporarily been shelved
` because .of' Lucknow's financialcommit-
ment to . a new sewage system in the.
village, according to a press release issued
• by the Arena Board this week.
• Arena Board Chairman Jim Boyle said
the decision was made to put the project on
hold at the board's last meeting on October
15 because of the uncertainty surrounding,
the sewer project in Lucknow.
"Every angle has been discussed. We
decided tout the project on hold and see
what they (Lucknow) can come up with,"
said Mr. Boyle in a recent interview..
However, he said he hoped Lucknow
would have a better picture of their finan-
cial status after a meeting with the
Ministry . of . the Environment on the
sewage project. At Lucknow's council
meeting on October 14, council said there
has been no date set for the meeting, as yet.,
The press release goes on to say
Lucknow councilcannot commit any funds
until debenture requirements, for the
sewers project have been approved by the
Ontario Municipal Board.
At the Arena Board meeting on
September 29, all' three of the
municipalities represented on the board
pledged money towards a new arena with
Ashfield, West Wawanosh• and Kinloss
Townships all agreeing to put $75,000
• towards a new arena.
However, Lucknow Arena . board
representative Ab Murray stated the
village's position was to fix the
deteriorating arena roof and continue with
the fund raising efforts.
He told the board at that time that the
• village's accountant had stated the village
would be unable to debenture the $75,000
for the project becauseof their commit-
ment to the sewer project. He said the
sewer project (projected to cost $1.3 for
▪ the core area of the village) wouldput a
strain on local taxpayers, without adding a
new arena at the present time.
According to. Lucknow Reeve Herb
Clark, council is hopeful • that after the
Ministry of the Environment advises them
of its intentions regarding the sewers pro-
ject, council can review the village's finan-
cal situation and probably "see some light
at the end of the tunnel".
The Arena Board would like to set a date
for a new arena within the next one to two
years, the press release concludes.

held on October 14.
