Two bylaws were passed during the course of the meeting the one being a bylaw to authorize the maintenance of the Henderson -Cook Municipal drain and the other being a bylaw•restricting the weight of vehicles passing over the bridge at lot 25 and 26, concession 2, to 9 tonnes and the bridge at lot 16, concession 3 and 4, to 12 tonnes. Building permit aplications for the month were accepted for Hugh Lane to construct a tool shed; C.L. Fielder to in- stall two prefab buildings subject to ap- proval of a minor variance application and for Spike Bakker to demolish a woodshed to be replaced by a garage and woodshed. Council accepted the application of Bill Moffat for the position of part time snowplow operator for the winter of 1986 - 1987 in response to ads in local papers. Any further hours will be villed by Steven Eadie if available. Councillor David Eadie declared a con- flict of interest on the decision of hiring a part time snowplow operator at which time he vacated the council meeting when this item of the agenda was tabled. Glen Porter is again hired to blow snow en Washington and George streets for the winter 1986-1987. General accounts for $28,665.62 and road accounts for $73461.63 were approved. A motion by Councillors ::{oyle and Ea+ 1e was passed authorizing the purchase of a time dock with cards and rack from Ger- rie Wenn. At a previous special meeting council en- dorsed the resolution of the Township of Oxford -On- ° t ideau resolution requesting the Minister of Municipal Affairs to in- troduce legislation to put a ceiling on the amount of any liability claim. A further motion was passed that the Township of Kinloss will support the capital cost of a new building and facilities over the existing ice surface at the present location of the Lucknow and District arena to a maximum of $75,000 conditional upon the agreement of • the four participating municipalities contributing an equal amount toward the cost and also condi- tional upon approval of the Ontario Municipal Board. Mi dwifery support group to. make hearing presentation The Midwestern Midwifery Support Group, an organization formed to lobby for the implementation of . midwifery in On- tario, will make a presentation to a hear- ing board on the iksue tomorrow (October 16) in London. According to Jean choebl of RR 5 Lucknow, a member of he support group who is employed at the. inecrest Manor Nursing Home in Luckno , said a delega- tion from the group will meet with the Task Force of the Implem ntation of Mid- wifery, a committee which will recom- mend ways of establishing the practice in Ontario. In their presentation, Mrs. Schoebl said the major issue in midwifery is for it to be a self-governing profession •with the mid- wife as an independant primary care -giver during a' woman's pregnancy. The support group will also recommend that there be a direct entry option to a bachelor's degree in midwifery., "We hope this will lead to continuous, personalized care, promoting informed choice and parent education,", said Mrs. Schoebl, who received training as a mid- wife in her native England. The hearings, which started in .Toronto on dctober 6, came into being after On- tario Health Minister Murray Elston an- nounced last January that the province would legalize midwifery. British Colum- • .bia has sincelegalized the practice as well. Mrs. Schoebl said midwifery is based on child birth being a normal physiological functions not requiring the, often de- humanizing obstetrical care in hospitals. Midwifery, in most other parts of the world is a recognized profession and an essential part of health care: "The midwife gives continuous care and support throughout the whole spectrum of pregnancy. The family is encouraged to recognize their own strengths," she. said. She said midwives in Ontario will work "interdependantly" with the physicians. If a problem develops during the pregnancy, the midwife will recognize the problem and refer the women to a specialist. The Midwestern Midwifery support group is an outgrowth of "Women Being Well" an area women's support group. Mr. Hayes told the board alta 17 graduates of the Wingham program were successful in passing the RNA and the class average was the highest in the pro- vince, five ponts higher than that of the' se- cond place school. In recognition of the achievement, the board has decided to send a letter of con- gratulations to Marilyn Irwin, director of the school. Marilyn is the daughter of.Mr. and Mrs. Ellwood Irwin of Guelph, formerly of Lucknow and Wingham. She is the grand- daughter of Noma Campbell of Lucknow.
