He futther explained the zoning bylaw would be one more "obstacle" in Making the Dots suitable for building. In response. Mr.Aggerholnie said the zoning bylaw wasn't "set in stone" and an . amendment to• the bylaw could be .made in isolated cases. Mr. Murphy said someone seeking an amendment) to the zoning bylaw would have to go through a review' and approval process with village council and the planning department. The process, which could take one to two .months, would also involve a public meeting to hear any objections against the atnendntent. He went on to say council would decide if an amendment could be granted based on what lot size is appropriate for a piece of land. Insome cases, 12,000 or 11,500 square feet of land could be deemed acceptable ' in order to accommodate municipal water and private sewage collec- tion. Lucknow Reeve Herb Clark said it was not council's intentions to discourage building in the village. "We We don't want to, block, building, we want to encourage it as long asit stays witt in the bylaws." Lucknow resident Tom Broome released his ire at the MVCA over their flood plain designation on lands near the :river. He • pointed out he has a building lot in the village which he cannot build on because of the MVCA's restrictions. "Why don't they come and buy it instead of telling a man what to do with his property," he said, adding he has yet to see any water flooding on to his property, [r. Beard, the MVCA representative, said the flood plains were established by the province with "Hurricane Hazel flooding" levels in 'mind if it happened to hit Lucknow. Howeser, both the MVCA and Lucknow council are trying to get the flood zone designations reduced in Luck- now. - • • • "We all agree that it should be lowered to the 100 year flood line. We're hoping the ministry Will lower the standards. I think we've put together a good case. We've documented some of the history of flooding in Lucknow," he said. Oliver Tenn, a Lucknow resident, also has land in the flood plain which he has been paying taxes on but is also unable to build because of the MVCA's restriction He asked the MVCA representative what kind of compensation deal the authority has for these types of lands. - "I bought this land and I've paid taxes on it until I'm blue in the face and now I'm told that I can't build on it. Just what are you supposed to do," said 'Mr. Glenn, Mr. Beard says' the authority does have a plan of acquisition for flood susceptible lands in the watershed. He said he couldn't elaborate onthe status of the plan or what kind of compensation it would pay to land. owners in flood plain areas. He also said, however, vacant land, on theflood plains would be lower on the priority list than if it had a house on it.
