Tbree charged in connection with Lucknow area break-ins persons charged In conjunction with the Goderich Police Force and °the Goderich OPP, the Kincar- dine Detachment of the Ontario Provincial Police has charged three. persons in con- nection with a series of break and enters of feed mills and restaurants in Ripley and Lucknow. The persons,, all residents of Goderich, have been found to be respon- sible for about 45 breakins in the Kincardine, Wingham, Goderich and Seb- bringville areas. Also, in conjunction with the Southamp- ton Police Force and the Walkerton OPP, the Kincardine OPP has charged four Port Elgin area men with break, enter and theft in connection with an occurrence in which a quantity of tools were stolen from R.K.M. Wood Products located in Bruce Township. As the result of a search warrant on a residence located in Saugeen Township, all of the stolen property was recovered. correction In our April press, release, we stated that a conviction for the impaired operation of a vessel would result in the suspension of a persons' driver's licence to operate a motor vehicle. However, due to confusion in this area, OPP General Headquarters issued a memorandum to clarify certain issues. In the . memorandum, it states the Criminal Code only has the authority to prohibit the mode of operation for which a person was charged. , In other words, the judge is able to prohibit an offender from operating a vessel for example, only where the offender has been convicted of a . drinking/driving offence arising out of the operation of a vessel. We apologize for any confusion this may have caused. off-road vehicles The Kincardine OPP regularly becomes involved in occurrences involving off-road vehicles and from our experience, there is a• great deal of confusion by the owners regarding the laws governing such, vehic- les. The off-t?'oad vehicles act was enacted to deal with the growing number of such vehicles and the more important laws are discussed below: An off-road vehicle is any two or three wheeled motorized vehicle plus specific vehicles with four or more wheels (ie. dune buggies) designed primarily for recreation SPECIAL al use. All off-road vehicle owners must register their vehicles with the MTC and this one time registration fee is $25. which includes a permit and a plate. For two and three wheeled vehicles? the licence plate is to be mounted on the front of the vehicle, in plain view. For four or more wheeled vehicles, the licence plate is to be mounted on the rear of the vehicle. Persons under 12 years -of -age are not permitted to drive an off-road vehicle except on land occupied by the vehicle owner. Off-road vehicles maybe driven directly across selected highways but the driver must have a valid driver's licence to do so. Vehicles with three or more wheels maybe driven along a highway by a farmer when used for a farming operation and displaying a slow moving vehicle , sign. Again, the driver must have a valid licence. Vehicle liability insurance is required for all off-road vehicles being driven anywhere other than on land owned or occupied by the vehicle owner and helmets must be worn by driver, passengers and riders on a conveyance towed by an off-road vehicle, except again when , operating on land occupied by the vehicle owner. However, when a vehicle registered as an off-road vehicle is driven on• a highway, the laws of the Highway Traffic Act apply. Once on a highway, the .off-road vehicle is subject to all the laws relating to motor vehicles*{involving licences, • equip•metlt, insurance. and rules of ,the road. It appears most confusion arises by what people believe to be a highway in that many persons drivingin the ditches do not think theyare on the. highway. However, the Highway Traffic Act defines highway as the roadway includingthe property lines or in other words fence line to fence line. We urge anyone who owns or is consid- ering buying an off-road vehicle to r familiarize ' themselves with the laws dealing with such vehicles. Junior Farmers visit Expo '86 Like many others, several. members of the Huron County Junior Farmers felt the urge to visit Expo '86 this year. There were 35 members in total who participated on this trip. Dianne Oldfield (Seaforth), John Van Vliet (Seaforth), Muriel Taylor (Seaforth), Paul Hoggarth (Seaforth), Louise Ryan (Seaforth), Bryan Vincent (Seaforth), Kevin Dutot (Seaforth), Ross McIntosh (Seaforth), Shirley McClure (Seaforth), Richard Hamilton (Clinton), Audrey Ritchie (West Huron), Florence Ryan (South Huron), Linda Cunningham (Clinton), and. Larry Plaetzer (Clinton). As one can see from this list of names participants were found in several of the county's five clubs. These people enjoyed a relaxing . plane ride to Calgary where they boarded a tnotorcoach Tor a tour of Calgary and a beautiful ride to Banff, Alberta. During the following days this group visited Sulphur Mountain, Banff Hot Springs, Lake Louise, The Canadian Rockies, several National Parks, Hell's Gate, Whitewater rafting and stayed at ski resort/recreation centre at Vernon, a• motel in Hope and finally to the University of British Columbia where they spent the remainderof their nights. While in Vancouver all had the opportunity to spend three days at the Expo '86 site, and one day shopping, site seeing, or on a ferry ride to Vancouver Island. Everyone thor- oughly enjoyed each day of this exciting adventure and thanked John Van Vliet for organizing such a trip for the Huron County Junior Farmers. This just goes to prove how beneficial and educational Junior Farmers isl It provides so many people with opportun- ities that they may not have otherwise. Those who participated on this trip would again like to thank John Van Vliet and Ellison Travel for arranging it.. Remember, all of you unfortunate people out there - It is never too late to join Funior Farmers. The' commercial mill rate for public school supporters will go from 15.293 to 17.792. Separate school supporters will see the rates increased by 12.5 per cent with the residential mill rate jumping from 12.697 to • 14.282. The commercial rate will rise frotn 14.938 to 16.802. Secondary school supporters will also experience an increase in the mill rates, up 13. 9 per cent over last year. Residential. rates will correspondingly increase from 9.729 to 11.085 and the commercial rates. • will rise from 11.446 to 13.041 this year. .�T
