20 or more year of use may have problems
Huron County council passed a motionto
proceed with a master plan for waste
management in the county. The first phase
of the project, to begin in 1987, is expected
to cost between $150,000 and $200,000
which would be subsidized 50 per cent by
_the Ministry of the Environment (MOE),
LA. ;Dempsey, the county engineer,'
said the BIDE program began last year to
help counties or groups of municipalities
develop waste disposal sites which would
comply with the ever-increasing list of
requirements for landfill sites. , So far, 20
regions or municipalities in Ontario have
taken advantage of the program.
The first phase of the three phase master
plan would involve data volleetion being
carried out on the individual landfill sites in
the county. This would determine which of
the sites should be expanded and which
ones should eventually be closecl. The first
phase would also involve reeomMending
potential new areas for a landfill 'site.
Phase two would involve actual site
selections while phase three would involve
the site establishment which would comply
with MOE, regulations.,
Mr. Dempsey warned, council that the SO
per . cent subsidy would only apply to the
first phase of the master plan. The other
subsequent phases of the projett could cost
the county an estimated $500,000 to
$600,000. .
While only six of the 17 landfill sites in
the county are due to be closed within the
next year and another six sites with a
lifetime beyond 20 years, he said the -
master plan is still necessary as the MOE is
constantly changing their requirements
concerning landfill sites. New legislation
called Regulation 309 places 23 conditions
on, any new site and, within two years,
these regulations will apply to all existing
landfill sites.
Seniors serve 200
The members of the Dungannon and
Area seniors were kept busy on Saturday
serving up the pork and beef to over 200
hungry people at their barbeque. As well
as the meat there was plenty of potato
salad, coleslaw and baked beans to enjoy.
They are glad to report a real success for
their first attempt at this type of venture.
Sympathy is extended to Mel Jones on
the death of his aunt, Mrs. Bert Marsh of
Auburn on Friday., Funeral services were
held from the Tasker Funeral Home in
Blyth on Sunday with interment in Balls
Cemetery in Auburn.
Company recently with Mel Jones has
been Weldon and Bertha Rudau of Elmira
and Evelyn Smith of Chatham and her
sister-in-law Edith Smith of London.
Ray and- Gwen Copeland returned on
Saturday from a trip through the beautiful
New England States and the Maritimes,

While the funding for the program in
• 1986 has been exhausted, he said there is a
proposal before the Ontario legislature for
an improvement in the funding base for
1987.
The request for a master plan for waste
management in the county met with some
resistance in council. A recorded vote
revealed a 27 to 7 vote in favor of going
ahead with the :project.
TuCkersmith Reeve Robert Bell called
the implementation of a master plan for the
county a "step in the right direction',
because the individual muncipalities are
finding studies for potential new landfill
sites and the legalities that accompany
them are "very expensive".
"If the county- could get into the landfill
business it would be beneficial to the
municipalities. If you go it on your own -
it's expensive," said Mr. Bell.,
Hay Township Reeve Lionel Wilder
who voted against the proposal said the
project is another in a long line of costly
studies within the county. "One study
would just lea.d to another," he said. '
Turnberry Reeve Brian McBurney said
they master plan for waste inanagement •
would be beneficial in giving the county a
clear picture of its status in regardsto
landfill sites.
, "It can't help but be a help in finding out
how we stand and what the alternatives are
with our landfill sites," he said.
• Mr. Dempsey said if the county's
amilication is approved for the program, a
steering committee would be made up of
two voting members from the county, two
members designated from the M013 as well
as a non-voting advisor from the Environ-
mental Assessment branch of the ministry.

They report that P.E.I. potatoes are only
•up about half as high as the crops in the
gardens around our area, while in the
Maritinies there was frost at night and rain
in the day time for three days. Tim and
Wanda Hodges also returned from Nova
Scotia on Monday. On their way home they
visited with Steve and Deb Waller and girls
at Stirling.
Michael Spivak spent a few days at Port
Albert with his friend Jamie Chisholm,
Company over the weekend with Irvine
and Colleen Eedy were Don and Jean
Aubin ° and son Allan of Puslineh and
Martha Rossence and Peter Stewart of
-Stratford.
