Stiidiesshow Brooks property
"better site" for sewage plant
By Alan Rivett
The Village's engineering firm for the
proposed sewage works says preliminary
studies have shown the'Brooks propertyin
Kinloss Township as the better property
for the sewage -
treatment plant, said a
spokesman with B,M. Ross and Associates
at an open house in Lucknow on June 25,
"Basedv'an the tests, the Brooks property
looks like the better site, But, we've in no
way madea decision as yet," said Steve
Burps, an engineer with the Goderich
engineering firm, `
Mr. Burns says the 27 -acre :site located
east of the village has been found to
possess a greater depth of gravel and a
lower level water table required for the
sewage project, than the Martin property
located on Concession 12 of Ashfield
Township, the second preferred site. He
said this information was gathered during
preliminary testing completed in- May.
Detailed work . .1
He said if more detailed work on the
Brooks property revealed it to be suitable.
for -the sewage worksotha,pagineering firm
may not proceed with testing on the other
site. He expects the 'detailed studies
containing the site recommendation to be
completed by early August with -a- formal
report ,presented tocouncil shortly.. after.
Another 'open house could be held at this
point for "one more opportunity to present
the project" with more information per-
taining to the , actual costs of the sewage
works.
Mr. Burns and Reeve Herb Clark were
on hand at the Town Hall auditorium to
answer any questions from the public
daring the open house on the sewage
..project; Four maps were on display at the
open house, two maps showing the sewage
plant as it would be established on each of
the preferred properties, and two mans
showing the water tables, the direction of
flow and depth of water on each property..
Starting date
The proposed staring date for construc-
tion is the spring . of 1987 with 12 to 18
months needed to finish the entire project.
The work entails building a sewage,
disposal system, the pumping station,.
which is to b located in the vicinity of the
Fire Hall, th inch trunk lines from the
village to the disposal site, and the
upgrading of the collection system in the
core area of the village, said Mr, Burns.
In explaining the rapid infiltration
systems, the proposed method of sewage
disposal recommended for Lucknow, Mr.
Burns said the sewage would be pumped
into a shallow infiltrating basin where it
would be allowed to percolate' into the
ground through the granular •soils. In the
winter months, the- effluent would be
stored in -a large lagoon. ,
He also answered questions regarding
.the sewage disposal' systems in other muni-
cipalities with a lagoon discharging treated
effluent into the river.. The.disposal
systems of Blyth and Brussels also use
a lagoon, but is more mechanical in nature,
with the treatment process taking under 24
hours, He estimates the treatment of the
effluent ,;in the rapid infiltration system
would take five days.

village gets the,go`abead from the Ministry
of the Environment. However, the engin-
eering firm has taken only the core area
into account in its planning the treatment
plant. "It can- be easily expanded," said
Mr. Burns.
Poor attendance,
The engineer said he was' disappointed
with the turnout for the open house on the -
sewage facility,as only approximately 12
residents attended. .
"It would have been nice if more people
could have come out to ask questions," he
said. .
