Government has hidden effects of Bill 94, doetor says
To the Editor:
Why do Wingham area doctors oppose
Bill 94, even though none of us "extra -
bill"?
Why are Wingham area doctors still
protesting, even though Bill 94 is now law?
Bill 94 threatens to change forever the
way in which we are permitted to provide
care to our patients, but it is hard for the
average person to see this because the
government has deliberatedly publicized
the "extra -billing" issue in order to hide
the most important effects of Bill 94. Let's
look first at "extra -billing" and then at the
reasl reason for this legislation.
Less than five per cent of Ontario doctors
charge a fee in excess of the OHIP fee
schedule. OHIP initially agreed to pay 90
per cent of the OMA fee but has reduced
this over the years to about 76 per cent.
What these doctors are charging isn't some
unlimited amount, but the difference
between the amount paid by OH1P and the
OMA fee. Murray Elston continued to talk
about the problems of this "extra -billing"
but whatever the OMA offered, Murray
would reject. It soon became clear that
-extra-billing" was never the real issue,
the real issue was control over the entire
health care scheme. An independent
medical profession is a real threat to a
government frightened of criticism over
undertunding of hospitals and cancer
clinics and of bureaucratic foulups which
can adversely affect patient care. The best
people to spot these deficiencies and the
only independent professionals left in the
system were doctors. The only bargaining
tool left physicians short of withdrawal of
services was their ability to opt out of OHIP
and to charge their own fee schedule. Bill
94 effectively removes this balance and
pushes us closer to the British type of
system in which no effective opposition to
government exists and service to the public
is so bad that many people are forced to
seek private full -fee hospital care or wait
years for the most routine of services.
Do the people of Ontario really want a
political party to decide, without significant
physician input, how many doctors a town
can have, how many hospital beds, which
doctor you can see, even which operations
can be offered? We feel that Bill 94 remov-
es the only significant obstruction to this
sort of government -dominated health syst-
em and it is for this reason we have
reluctantly taken the extreme measure of
closing our offices, cancelling surgery and
resigning from committees. With Murray
Elston telling the Toronto Star that all the
doctors still intheir offices support Bill 94,
what choice do we really have but to walk
out?

We feel we have been treated unfairly,
and we fear that unopposed political
control of the entire health care system will
inevitably lead to underfunding and
unacceptible reduction of the quality and
the accessibility of health care. Murray
Elston says now, with Bill 94 law, we can
negotiate. No one, teacher, farmer, lawyer,
labourer, could accept such an offer after
this sort of treatment. Mr. Elston has left
us with no way out but confrontation or
capitulation, with patients and doctors to
suffer no matter which we choose.
We sincerely hope that no one suffers
serious harm in the months ahead. We
hope that you understand more fully the
position the government has forced us

into, and we are more than anxious to hear
any serious suggestions from our patients
that might provide us with some other
method of protest or some better way to
end this dispute.

to pass a By-law which will require the owners of all privately owned swimming pools,
liquid manure storage facilities and animal waste pits, located within the Township to
fence such pools, lagoons or pits within 30 days of the passing of the By-law.
