Approve zoning change
A public meeting Was held by
Ashfield Township council on Nov.
1 to discuss a zoning amendment
application by Tom S'choonder-
woerd.. The applicant requested a
zoning change, on part of Lot 7,
Conc 13 W.D., from general
agriculture (AG 1) to agriculture
small holding (AG4-5). The
amendment would allow establish-
ment of a single detached residence.
Scott Tousaw, planner for the
county, indicated that a small,ad-
justment had been made in the
proposed bylaw since the original
circulation, to stipulate a building
site location of approximately 50 m.
from the road. This would recog-
nize a reduced .separation distance
factor of 1.4 from the required
doubling factor with respect to the
neighboring . hog barn to the
southeast.
Mr. Schoonderwoerd indicated
that he proposed to sell the property
as a building lotand the 50 m
setback from the road allowance
was. acceptable as other neighboring
houses were of approximately the
same setback.

No objections, verbal or written,
were received.
Subsequently, council passed a
motion approving the zoning
change.
A bylaw was passed regarding the
confirmation and ratification of the
execution of an agreement between
Mulitplex Engineering Inc. and the
Lucknow and District Phase II
arena project committee and to
confirm other matters relating to the
redevelopment.
Discussion regarding a request by
Union Gas to enter into a franchise
agreement was tabled until the Nov.
17 meeting.
Council agreed to transfer from
the tandem reserve $56,606 to the
general account to finance the
township's share of the Conc. 4
infrastructure project.
Separate election needed
for Auburn trustees
Bob Trick, who acts as dog
control officer for Blyth, Clinton
and Seaforth, attended the Nov: 1
meeting of West Wawanosh coun-
cil. He presented an. outline of the
services he would provide and the
costs involved, to act in the same
capacity for West Wawanosh.
Council requested Trick to recal-
culate his costs for providing the
services in Auburn only. He is . to
contact the clerk in this regard.
Trustees from the police village
of Auburn - Tony Martens and Bill
Seers, along with Ken Empey,
asked for clarification on the proper.
procedure to be followed since
nominations were not filed within
the, prescribed time period by can-
didates for trustees in the Nov. 14
election.
They Were informed that the clerk
would have to call a new election
within 60- days of the second
nomination day (Oct.19) and their
nomination forms could be filed on
the day fixed..
Joan Armstrong, clerk, explained
in a telephone interview, that
Auburn is a separate entity in itself,
however, because West Wawanosh
has the largest assessment from the
village, that municipality is respon-
sible for administration matters for
Auburn. Trustees are nominated and
elected the same as township coun-
cillors.
Steve Durnin, who will be hired
to, snowplow during winter months,
approached council in regard to
remuneration for such work. Dis-
cussion ensued regarding the num-
ber of hours worked last winter, his
work experience. with the County of
Huron and hourly rate of pay.:
Council subsequently agreed to
guarantee Dumin a minimum of 20
hours per week, at the rate of $10.
per hour for this winter season,
commencing Dec. 1 through until
Mar. 31, 1995.
Building applications .for the
month were discussed, as well as
the status of the building in Dun-
gannon under renovation.
Repairs to the Gaunt municipal
drain will be commenced very
shortly.
The quality of construction of
some buildings was questioned, as
well if building permits had been
obtained for all construction under-
way.
The quotation of Allan Webster at
$750 for the tree tops at the Inglis
pit was accepted..
. Council will approach Maitland
Valley Conservation Authority
regarding the authority's position on
the proposed area to be licensed for
gravel extraction (Foran property).
MVCA had expressed opposition to
CWest Wrwanosh Township

a specific section of the property in
the area to be licensed.
On behalf .of the municipality,
council gave its support to Warden
Allan Gibson's letters to Gilles
Pouliot, Minister of Transportation
and Premier Bob Rae. Theletters
request that implementation on Jan.
1 of the proposed new subsidy and
accounting . system . for municipal
roads be delayed until more details
of the system are made available, as
well as the financial impact it will
have on municipalities.
Jane Cere, clerk's assistant,
recently completed four units of the
Municipal Administration Course
and ' Challenge Examination,
receiving a very high mark.
Business Computer Services,
London, will be contracted again to
provide the 1995 tax billing for the
municipality.
A tile drain loan was approved
for Bill and Susanne Robinson for
part of Lot 15, Conc. 9.
Council confirmed and ratified the
execution of the Lucknow and
District Phase II arena project com-
mittee with Multiplex Engineering
Inc.
A motion to remove the as-
sessments for street lights on the
properties on Proudfoot Avenue in
the hamlet of Dungannon, thereby
relieving those properties of charges
of them, was defeated.
A recorded vote had Councillors
Alex Chisholm and Ron Snowden
in favor, with Councillors Walter
Elliott and Richard Foster, . and
Reeve Bob Hallam against the
tabled motion.
Council agreed that the
municipality assume responsibility
for any and all expenses incurred
for the all -candidates meeting on
Nov. 2
This meeting was the last regular
one scheduled for this council.
