Extra help is available in Huron
county for those who want to
improve their reading, writing and
math skills.
The Huron County Board of
Education recently started a
Literacy Tutoring Program to help
people with these skills. The
program is looking for volunteers to
help tutor. They are looking for
volunteers with at least . a post-
secondary level of literacy and a
"willingness to make a commit-
ment," said Darlene Williams, co-
ordinator of the Literacy Project.
She also said that the tutors must be
flexible and able to try and adjust
to the different learning styles of
their partner.
"It is a relationship of equals,"
she said.
The pair will work on a one-to-
one basis and are usually matched
to the area in which they live. They
get together for a couple of hours a
week at their own time and at a
location that they choose as well
Williams said that the program is
very student -centred. She said that
the program has received some
referrals from social providers but,
for the most part, it is up to the
student to come in on their own.
The student, anyone of any age,
must have a desire to improve their
literacy skills, she said.
"Each program is different," she
said. A program is set up for each
student based on what he or she
wants to improve on.
Williams noted that the tutor acts
more like a facilitator and helps the
student plan what they want to
learn. They are also there to
provide their partner with 'the
motivation to keep working.
Both the tutor and the student
must make a commitment of at
least six months. She said that the
pair can continue working together
for longer but they must give the
relationship a "fair chance",
"It's a tough step' to make the
commitment," she said.
Williams also wanted 'to stress
that the students who use the
program do have the skills, but they
just want to improve themselves
and the tutors are "tremendously
important" in helping them to
improve themselves.
"It's a really good opportunity for
people who do decide to tutor.
Helping people can be rewarding,"
she said.
I't is truly a volunteer program,
said Chuck Rowland, superintendent
' for the Huron County Board of
Education, who has been a driving
force behind the program.
He taid that the response around
literacy and such programs in the
area has been "very positive". He
sighted the huge success of the
Literacy Festival held in Clinton
this past summer as an example. He
anticipates that the response for this
program will be positive.
New fee imposed at landfill site
WEST WAWANOSH - A public
meeting was held prior to council's
regular meeting on Oct. 4 to deal
with a proposed official plan
amendment and zoning bylaw
amendment.
The property is part of Lot 24,
Conc. 6 (Foran). The zoning
amendment would change the land
designation from agriculture to
eXtractive resources. Joan
Armstrong, clerk, said the boundary
lines for the pit location are being
determined now.
Council will inform the Ministry
of Natural Resources that the
municipality ' concurswith the
County of Huron in its request to
have the rehabilitation security on
the gravel removed in 1993 from
the Foran wayside pit transferred to
the account of the township once a
licence is obtained.
Support, in principle, was given
,to the North Huron Community
Development Steering Committee in
its efforts to secure funding through
jobsOntario for the installation of a
natural gas pipeline into north
Huron.
An ,application to sever the west
half of the west half of Lot 15,
Conc. 6, by J. & M. Errington,
received council's support, provided
a fence agreement be registered on
title to mark the lot line between
the east half of Lot 14 and the west
half of Lot 15.

Council rejected the one tender

New Belgium museum
honors Canadians
A new museum in Belgium
pays tribute to the Canadians
who returned freedom to that
country's people.
The "Canadian Memorial
Museum", located in Adegem,
nearby the Canadian War
Cemetery, is a totally private
venture. The building belongs to
Mr. Van Landschoot and the
collection is owned by Alex
Martens.
The Museum was officially
opened in September of 1993 by
the Minister of Veteran Affairs,
the Canadian Ambassador in
Belgium, the Mayor of
Maldegem and a lot of Belgian
and Canadian dignitaries.
The collection houses 65 fully
dressed dummies, 70 weapons,
one vehicle and a lot
photographs, and personal items.
Mr. Martens says the Museum
is closed for finishing work but
will open permanently in April
or May of 1995.

Energy Board for approval. If
granted, the company .would start
work on extending the line• from
Clinton, in the spring of 1995.
Conversion
Bruce Weaver said that propane is'
usually the easiest and cheapest to
convert to gas. Only a small per-
centage of oil furnaces can be
converted, and Union Gas does not
do these conversions any longer,
however Weaver said there may be
some companies that would do it.
An electric forced furnace would
need to be replaced. The most
expensive to convert is the electric
baseboard or radiant heating sys-
.tem. Most appliances would have to
be replaced if converting to natural
gas.
Bart said that even if a customer
has to instal a new. furnace, "we
(Union Gas) can still save you
money."
Bart said all costs, other than
those for energy, were extracted
when doing the cost comparison (in
householder mail) between
electricity, propane, oil and natural
gas.
Fixed costs associated with
natural gas include a $7.50 monthly
administration cost and the cus-
tomer's monthly market
contribution ($15 or $20).
"Consumers have to look at what
it costs to heat now on oil and then
look at what it would cost on
natural gas," said Bart.
When questioned as to how many
jobs may result from a natural gas
line coming to Lucknow, Bart
replied that "having natural gas
available is a benefit. A job retained
is of equal value to the creation of
a new job."
Short term benefits included third
party contracts during construction
and some spinoff to the local
economy.
