Bruce County's, Waste
Management Study has passed one
hurdle by winning approval for the
idea of shared landfill sites.
• But ,.aunty councillor, are split
on whether they eventually want
those sites owned focally or by the
• county. As a result, both options
will be examined as the slow-
• 'moving waste management master
" plan goes into its. next phase.
Study co-ordinator.Barry Randall
said their are pros and cons to both
options. The major difference, he
said, is that under county ownership
the shared sites will not need an
expensive• and. demanding Environ-.
mental Assessment.
While that could make a good
argument on 'the financial side, it
was obvious Tuesday that many
municipalities are reluctant to give
up title to their landfills. Some fear
lo,s of control over who could use
the site, or tieing' forced - into an
early ,card) for a new site because
of increased usage when sites are
shared.
Bruce Township set the extreme
example when reeve Ron Andrews
declared the township does not
intend to share its site with anyone.
Andrews said the tawnship is
responsible for waste from the
Bruce Energy Centre and can't
afford to use its landfill site for
waste. from. other municipalities.
Andrews failed to gel his position
accepted as, part of the Waste
Management Committee report.
Likewise, a motion by Port Elgin
reeve Ann MacKay and
Southampton rel•,..: Elgin Sh.ular to
have county ,H nership as top
priority' in the study faded. Some
councillors said that option would
be • investigated if local ownership
of shared sites doesn't work.'
Randall took Tuesday's report as
a victory. He said it gives the com-
mittee direction and allows for
shared sites that could delay the
need for a new site by 15 to 20
years. By then, Randall said, there
may be technology that further
reduces the need for landfilling.
"Without shared landfill, we'd be •
looking for a new site tomorrow,"
he said.
Tipping fees increase MHLS profits

Huron Landfill .Site in Holrhesvillc.

(MHLS) ,Board reviewed the finan-
cial statement for the period ending
August 31, 1994 at their September
•15 meeting in Holresville. At the
end Of the Month of August, the
landfill is running 54.3,001) ahead of
w•hcre they thought they'd he at this.

Next month's statement will give
the MHLS board a Netter indication
of how --the landfill will finish the
year since the implementation of
the $35 per tonne tipping fee Jan•

uary 1, 1994, •
The month of August at the
MHLS also saw an increase of 300-
400 tonnes of waste over the nor-
mal amounts for. this time of the
year, according to Site Supero istir

Clinton asked whether, more
recyclahles, were. getting through
and where the extra waste was
coming from. Recyctables are being
kept to an absolute minimum. The

Red. tape delays CAT scan placement

over $100,000 toward a CAT scan
for the County of Bruce General
Hospital -in -Walkerton.
,But it could :be even longer
before the equipment is in place -
and being. used.
.IPM chair Jack Cumming said
the proposal still has to go to the
•District Health Council and the
Ministry of .Health for approval.
Cumming was at Bruce County
Council to ask for its .support in
that process. And he didn't deny he
is surprised it's taking so long to
have the gift accepted.
"You would have thought when'
there was.sorne.moncy they would
have :said 'come on,, let's. get on •
with it', but that's not the system,"
Cumming• said. •
• He said his •committee has
researched the need for a CAT scan
• and has the support of both the
medical community and the general
.public. But .in a recorded vote, six
county councillors voted against
giving the project their moral sup-
port.
Port Elgin reeve Ann MacKay ,
led the 'quc,tions, saying her in-
quiries•did not show the same level
of support for the CAT project as
Cumming indicated.

"I'm noCconvinced we're' using
the Owen Sound (CAT scan) to the
fullest. It 'would be better to ask
(hospitals) what they want in equip-
ment, then a piece could go to each
hospital from the [PM," she said.
MacKay questioned •whether
putting one expensive piece of
equipment in the -southern part of
the county would benefit' residents
'of the north half.
• There have also been sugge'.t.ons
that putting the CAT - scan in
Walkerton is a move to boost that
hospital's competitive position at a
time •the province is, looking at the
viability of small rural hospitals.
"This isn't preferential treatment
for Walkerton,' or .to steal patients
from other hospitals," Cumming
said. • "It won't steal jobs from
nurses." •
Tara reeve' Paul ' Eagleson, a
member of the, District Health
Council; said the 'DHC welcomes
offers of equipment and judges •
those offers on their merits.
The IPM got council's support,
with reeves from Teeswater, Arran,
St. Edmund's, Port Elgin, Kincar-
dine Township and Albemarle
voting against the= motion.. •
