Area phone system could
become a cooperative corp.

corporation.
A meeting was 'held Aug. 8 to
discuss the possibility.
Customers of the telephone
company were invited to the
meeting througha notice in their
phone bills.
According to the notice, inde-
pendent telephone companies
such as the HKMTS are now
under the jurisdiction of the
Canadian , Radio -television and
Telecommunications Commis-
sion.
Under the Telecommunications
Act, the company "is eligible to
operate as a •telecommunications
common carver .if it is a Cana-
dian -owned and controlled cor-
poration incorporated or con-
tinued under the laws of Canada
or a province."
The HKMTS commissioners
are recommending the system
become of co-operative corpor-
ation to be legally recognized.
' Glen Grubb, manager of the
system is on vacation and is
unavailable to comment on the
possible conversion of the tele-
phone system.

As far as provincial funding for
landfills, Kay said the Province of
Ontario doesn't know where • it's
"going. "Budgets have been slashed
over the last 'few.. years. The dollars
aren't there. We're chasing more
and more projects with less. dol-
lars."
There are problems that exist with
the disposal of paint containers. A
container with a"bit of paint in it is
now considered waste to a landfill
site, said Kay. "The manufacturer
has 'to ,be. involved (in recycling).
They try to push it on the retailer."
Home Hardware has a program
now where the customer can take
hack leftover paint to the retailer
and they, in turn, can return it to
'the manufacturer.
"But you need 17 certificates of
approval to move from point A to
point B. People just throw up their
hands," said Kay. In cities .like
London, paint trade programs exist
where people at no cost or a low
cost can exchange leftover paint for
home use. "By legislation this
CAN'T happen. But they're (the
government) turning a blind eye.
"We have to change legislation,"
said Ministry of the Environment
and Energy representative, Gary
Kay. "We. need you people on the
outside to point out the inequities."
Kay again stressed the importance
of the individual in reducing waste.
"Don't buy a gallon of paint if you
need a pint."
In his report to the Mid -Huron,
..aiurtll Site Board, Supervisor
Frank Postill told members that
there ,is now someone crushing
scrap porcelain "to use as a fill like
gravel:" However, Postill reported
"it's kind of sharp."
"When you bust up a toilet you
get cut 90 per cent of the time,"
replied Lynda Rotteau of the Town
of Goderich.

The Mid -Huron Landfill. Board
will meet with employees soon to
discuss.possible changes because of
waste reductions at.the site.
Waste being landfilled by eight
municipalities at the Mid -Huron
La$dfill Site has been reduced by a
40 per cent average from 1993
figure's.
Ken Hunter, of the Town of
Goderich, presented a report to the
MHLS board at their August 11
meeting about the reduction in
waste.
"If there's less garbage shouldn't
there be less operating costs?"
asked Bill Carnochan of
Tuckersmith Township.
There•were comments from 'board
members on changing hours for
landfill employees, reviewing the
situation later or changing hours
when preparing the next budget .
"If were not handling as much
waste there's no .way we should
have as much machinery, employee
costs," said Carnochan.
.1 he board agreed to 'meet with
landfill employees in September to
discuss the situation.

Students to receive
hepatitis: B vaccine
One thousand elementary students
in Huron County will receive
hepatitis B vaccinations this year.
The Ministry of Health is funding
vaccination programs for Grade 7
students across the province in an
effort to curb the rising number of
cases reported each year. More than
300 cases of the blood borne virus
that attacks the liver are re orted
yearly. Up to 25 times more
are unreported because people may
not realize they have the deadly
virus, the Ministry of Health
reports.
In 1994, there have been no
reported cases of hepatitis B in
Huron County, Assistant Director of.
Nursing Marlene Price says.
"It's not a big problem in our
county," she said.
But the county will vaccinate the
pre -adolescent youths with three
injections over a six-month period.
The first will be given in October
or November, the second a month
after that, and then last one will be

given five months later. The vac-
cination, that contains no blood.
products or living viruses, will
protect people from the virus.
The virus is primarily spread by
sexual contact with an infected
person. Thedisease is also spread
through dirty needles, body and ear
piercing and tattooing. About half
the people who catch hepatitis B
never feel sick. They can spread the
disease. without knowing it, the
ministry reports.
An infected mother may pass the
disease on to her newborn child
after birth, but prenatal mothers are
now screened for the virus, says
Price.
The Huron County Health Unit
also suggests tiepatitis B vac-
cinations for people travelling to
other areas. The health unit
provides vaccinations or the vaccine
can be ,bought with a prescription
from local pharmacies. For infor-
mation contact the health unit at

Galloping to freedom •
A horse and buggy were
tethered to a post near Hender-
son Lumber last week when the
horse decided he'd like a little
more freedom.
The animal, hauling the buggy
behind him, made it to the front
lawn of a home across from the
Medical Centre before the buggy
overturned.
The horse sustained a minor
injury to his leg, with the buggy
taking the worst of the damages.

The Lucknow and District Fire
Department responded to a car
fire at Amberley on the evening
of Aug. 11.
Pool Problems
Lessons and recreational swim-
ming were cancelled at the
Lucknow pool last Friday due to
filtration problems.
