Emergency plan's ready
Dick Joyce, emergency planning
co-ordinator for Bruce County, is
confident an emergency- plan is
ready to be used.
At a June 23 regular meeting of
the Atomic Energy Control Board,
chair, Dr. Agnes J. Bishop, asked
Joyce if there was an emergency
today, would a plan be put into
effect.
Joyce said a plan is in place and
would be used.
"I feelquite confident we could
[implement the plan]." He said all
responding agencies including
police, fire and ambulance, could be
counted on to respond if an emerg-
ency situation occurred at the Bruce
Nuclear Power Development.
The plan is currently before the
Solicitor General for government
approval.
In a presentation to the board,
Ziggy Kleinau, secretary ,of the
Bruce Peninsula Environment
Group expressed concern that a
plan would not be effective.
"The last test [of a plan] was over
two years ago," he said.
If the AECB decided to extend
the licence of Bruce Generating
Station A, he wanted it to extend
the emergency plan coverage area
to an80 km radius of the BNPD
and wanted more regular testing of
emergency plans.
He also -wanted the testing to be.
done on a larger scale instead of by
departments.
Joyce said, "The reason we didn't
have a large-scale exercise in '[the
last two years] was because there
was a change in staff mid -way
through the year."
He said the change made co-
ordinating a test too difficult.
He told Kleinau it is not some-
thing new communities around the
BNPD are working with and there •
are copies of plans on file since
1976.
He said in 1986 khere was a
major test of the plan invol .

standing of - situations' at the. Bruce
site.
Ted -Dunstan, senior . projects
officer for the AECB at the BNPD,
is one of 11 staff members at the
site.
The AECB is the regulatory body
responsible for the regulation of
nuclear energy, monitoring such
areas as health,' safety and security
of the environment.
John G. McManus, secretary of
the Atomic Engery Control Board
feels the resident AECB team at. the
Bruce keep them well -infozmed.
McManus opened the June 22
public meeting of the AECB at the
Governor's Inn, - where Dunston
outlined the role of his team.
Dunstan said there are two senior
project officers: one at Bruce Gen-
erating Station A and one at Bruce
Generating Station B; and five staff
members at "A" and sial at "B." '
The resident AECB team -reports
regularly to the board.
"We inspect the plant to see how
it is being 'maintained,". Dunstan
said.
"We audit and '• 'evaluate Ontario
Hydro practices." •
For example, he said they evalu-
ate the existing safety systems in
place, reviewing changes and giving
approval to some changes.
The. team also makes sure that
each station's ' staff is properly
trained and the stations operate,
within a "defined safety envelope"'
to prevent accidents from occuring.
When a station applies for license
renewel, which occurs 'every two
years, the team prepares informa-
tion for the AECB to aid its deci-
sion on renewal.' • '
-Annual assessment reports are ,
prepared on the performance of.
each station ,and are compared from
year to year arid with other stations
in Canada. ' -
From these- reports, Dunstan said
in 1993, "the risks to workers and
the public were at an acceptable
level." .

Roger Jackson, president of the
Inverhuron Ratepayer's Associ-
ation, wants to see the safest.
possible operation of the Bruce
Nuclear Power Development.
In a conversation with Atomic
Energy Control Board member,
Dr. Agnes J. Bishop, Jackson
said -100 years from now, he
doesn't want the government to '
say, "We goofed.”
Jackson made a presentation
regarding a concem about tritium
releases into the air and water at
the board's public meeting held
on June 22 at the Governor's
Inn.
"[Douglas Point] is the primary
site for storage of waste in
Canada," he said.
"I don't think we deserve that
honor."
He would like to see a location
for nuclear waste in bedrock
somewhere in Northern Ontario, ,
rather than in Bruce County.
Dr. Bishop told him, "I think
the selection of a site or sites.
has got to occur.
"It is very difficult to get
consensus over this issue."
She said everyone wants a site
selected but they don't want it
near them. •
She said a site would have to
be chosen that would last .hun-
dreds of years. .
Jackson said he will be in his
eighties before a site is found.
If a site was built to be secure,
he said it is unfortunatebut there
would be people who would
want to break into it. • '
Dr. Bishop said she likes to be
positive about human nature and
be able to trust a long-term
storage facility would be left.
