"As observers wedidn't have the
power of intervention we had the
power of observation and ' were
reporting to those designated as
monitors."
Racism is not the only form of
discrimination in South Africa,
Luckhardt learned, as women have
also been long-time targets of unfair
treatment. Luckhardt said observers
watched to ensure proper ratio of
women were out to vote as well.
"I would say in virtually all of
the polling stations that we ob-
served 50- per cent of the voters
were women."
While images of death and ter-
rorism were beamed across the
planet, ,Luckhardt is quick to note
that the majority of the violence in
the week of the election came
from "the white right."
"All of us were still in Johannes-
burg the Sunday morning the bomb
blast went off and from our hotel
we were either hearing the blast or
feeling the shock of the blast from
upper levels of the hotel," he said
,It killed nine people and injured
over 100:
Two days later the international
arrivals level of the Johannesburg
airport was bombed. Luckhardt had
come through that part of theair-
port two or three days before.
White extremists were suspected to
be behind both blasts.

"There was this definite sense of
tension throughout the entire
country," Luckhardt said, "the
feeling was there that anything
could happen."
Luckhardt said that' now that
freedom has come to South Africa
there's a fear that the international.
community will simply forget about
them.
"That's something that we simply
can't allow to happen."
The difficulty fpr this newly
reborn country is to make sure .that
the priorities of the new
government can be realized and,
according to Luckhardt, the people
have high hopes.
"The expectations of the people.
are exceedingly. high."
And the newly elected ANC
government has set some lofty
goals, among them the promise of
one million new houses .over the
next five years.
And while centuries of racism
will not disappear overnight Luck-
hardt is optimistic in his belief that
South Africa can become a more •
compassionate country..
I think most white South
Africans are at least prepared to
entertain the thought of living in a
decent society:"
Revenge -is not an issue with
which white South Africans should
be concerned Luckhardt said: At a
rally in Soweto just prior to the
election Mandelastressed the im-
portance of incorporating all people
and that . there would not be any
effort to punish or exact revenge for
the system blacks were forced to
Iive under.
And while many of us in the
western world have taken refuge on
our seemingly high moral ground
Luckhardt suggests that Canadians
perhaps need to take a look at our-
selves.
In 1948 when the South African
Nationalist Party was first elected
on a platform of apartheid they
came to Canada and looked at the
Indian Act. In it they found the
model that was so useful in setting
up the apartheid system.
"Coming back to Canada after
having observed this incredible,
important process in this century we
still have the Indian Act in place in
Canada"
Canada's native people, Luck-
hardt said, suffer the same effects
of apartheid racism, lack of
education, malnutrition, substance
abuse.
But that is another story and
Luckhardt wants to enjoy the happy
ending to one of the saddest chap-
ters in history.
Along with. the. souvenirs which
he brought home to remind himself

of this historic event Luckhardt also
brought home a South African
phrase which most Canadians
would find difficult to pronounce
but would have no difficulty
understanding.
The word is Siyanoba and means,
"We will win."
"It was a greeting, a slogan, that
capsulized the feeling of the people
of South Africa," Luckhardt said
beaming with pride.
"One has .to be totally optimistic
about the future of South Africa."
