Hydro tests emergency centre

KINCARDINE - A dozen pretend
media hounds were in Kincardine
recently to report a pretend accident
at the Bruce Nuclear Power
Development.
It was all reported on pretend
television and newspapers to a
phantom populatio,n.
The mock demonstration was to
test Ontario Hydro's information
centre, which when a disaster ever
should occur, is located in ( the
second floor of the old section of
the Kincardine Legion.
' It's normally the Legion's games
room.
This command post is fully e-
quipped for a disaster Hydro hopes
will never happen. But if one does,
there's a bank of 39 telephones,
computers, fax machines,
photocopiers - all the equipment
needed to outfit an office.
Though most of the equipment is
packed away in storage boxes, the
Legion does use some of it when
the need arises. The machines are
tested twice a year .to ensure it's
always in a state of readiness.
It's been three years since the
command/information centre was
put through the paces. '
A small army of about 50 media
pretenders, Hydro, municipal and
government personnel. put the unit
through its paces. Though it was
only an exercise; it didn't take long
for participants to get into the ac-
tion as if the Toss of coolant was
indeed real. '
Gordon Jarrell, Kincardine
Township councillor and par-
ticipant, said the participants tended
to forget it was fa mock disaster
"and it seemed very real."
Terry Young, Hydro's media
relations representative of ,Toronto,
said all parts were role-played in
the exercise.. There were Hydro.
.technical reps, municipal reps,
liaison people and reps from such
provincial ministries as agriculture,
environment and natural resources.
But the wanna-be-reporters
weren't the real types, but instead
were Hydro media persons who
may have worked for television,
radio or newspaper in a previous
life.
Young said the day was a good
test for the info centre. The test was
seeing how information was
digested and relayed concerning the
loss of coolant.
If there ever is an "incident",
Young said the media needs to be
informed, adding that Hydro recog-
nizes the media's information
needs.
Hydro's plan is to have one
media centre in case of an accident
at the BNPD and it would be in
Kincardine, not Toronto, Young
said. "But we hope we never have
to use it in real life."
The exercise included writing
press releases, taking phone calls,
talking to people in he industry and
dealing with the subsequent es-
calation of events that included
-demands for more information by
the media.

someone gets hurt again, 1 believe
in those cases there's all kinds of
room fe, corporal punishment to
he administered."
The 'lash' works
"1 can go hack and cite instances
where people were given the. lash.
and in all cases I don't know of a
repeat situation where they went.
hack and. did crime again."
Steckle declined to name specific
cases, but did say he was referring
to long ago incidents which
occurred ''not •far• from" the 7furich
area. .
Steckle also declined to specify
Fxactiy what form of corporal pun-
ishment he favors, but did suggest
some possibilitiek.
- "I don't know what we'd use, but
1 mean corporal punishment is a
heating, or a strapping, or, a caning
- or in different places it's done
differently. But the intent is the
same, and the results are the
same." '
Steckle said the Canadian people
are "in a mood right •now" that
criminals aren't being 'deterred
from committing crimes.
"It's a good time to talk about it,
'with a young man in Singapore - •
headline stories! You know, let's
face it, arewe supposed.to feel
sorry for hirn? He knew what the
rules were. He knew what the. law
;aid over there. Togo out and to
famage 1.8 cars = no excuse for
hat."
Asked. if he felt the youth 'in.
Singapore deserved a potentialiy.-
Iife-threatening beating, Steckle
said:
"Of course I . don.'t know how
severe this was. But if a guy is
going to :sell his story for a million
dollars, 1 don't think he's hard done
by. That shouldn't be allowed in
/the first place, hut apparently that
story is circulating now. that he's
going to sell that story for big
bucks.
"That's. not the point' of the issue,
how it's done there, how it's done
here, that's something we can
determine down the road. But I
think we need something that puts
the fear of the Lord,. if you .like,
into these people - and they cer-
tainly don't have it today. They
don't fear the Lord. they don't fear
the courts and they don't fear
prison terms. So, obviously. it's not
working."
Plenty of press
The statement has garnered sub-
stantial media attention for Steckle.
not all of which has herrn to his lik-
ing.
"When the media put this.on the
•radio last .night (May 11), some
. people had- the intent that 1 was
going into.'the tichoots. and in the
homes and I -was a child -heater and
all the rest of:rt.. that's not what
Q'm talking about," he said..
Steckle said he took this position
publicly .for reasons of personal
conviction. not.political goals.
" I didn't do this to become popu-
lar. 1 did this -because - it's out of a
sense of udgency for what's..hap-
pening in the -country,
"I'm talking about accountability
and res.ponsihility for • your actions
and I'M - responsible andI'm
accountable for what I've said in
this statement. And I'll stand by
that." •
