TIMETABLE FUR THE OPENING
OF A COUNTY LANDFILL SITE
(dates are estimated)
Jan. '95 - Complete Stage 2C Report - incorporate public and
government review agency comments, identify any candidate landfill
sites found to contain exclusionary criteria and eliminate from further
.consideration.
Dec. '95 - Release Stage 3A Preliminary Report - will include ranking
of candidate sites, and identification of a preferred landfill site; will also
include recommendations for a waste diversion system, including
locations of facilities and/or other implementation methods, and
recommendations for an administrative structure for managing the
various waste management system components.
July '96 - Complete Stage 3A Report - incorporate public and
government review agency comments. Completion of this report is also
completion of Master Plan study.
Jan. '97 - Complete Environmental Assessment (EA) submission for
approval for the development of waste disposal facilities.
Jan. '98 - Environmental Assessment Board decision (may require an
Environmental Assessment hearing). An EA Board decision is required.

Dec. '98 - Complete site purchase and development.
Jan. '99 - Begin operation of site (accept waste).

owners would receive $500 plus
$100 for every bore hole. Track
vehicles, 15 to 20 feet long, are
used to spread the weight evenly,
and three or four people would be
involved.
Compensation •
Metzger outlined the County's
policy for compensation:
1. Owners of the candidate site will
be "treated fairly", receiving
"market value +" of the property
prior to the announcement of it
being a potential site; county is
open to negotiation.
2. People close to the chosen site
(within 500 m of preliminary area
of impact) are guaranteed property
values; county will purchase that
property as outlined above.
3. Those beyond the 500 m area
can present their case if they feel
they are being impacted by the
landfill site; county will negotiate.
4. Host municipality will be reim-
bursed for tax loss; there will be a
tipping fee at the site.

detailed information on the whole
selection process.

countered with "If everyone moves
out you might as well put it
(landfill site) on a dead end road to
begin with! Who wants to live
beside a landfill site?"
"You can't just pick a spot and
put it there," said Lee. "That's not
an option. We started with the
whole county and eliminated from
there."
"How much is this costing us
every time this is done?" asked
Mrs. Johnston.
The answer was $300,000'the first
time around. The last group . of
eriteria was removed and r the
process followed again. The cost
depends on how • far each stage,
progresses until a preferred site in
the county is found.
Mrs. Johnston asked if all sites
were eliminated did'that mean"yo$
just keep going up to better land?"
"Yes," said Metzger, "the criteria
is relaxed."
Metzger stressed throughout the
meeting that the preferred site has
to be a safe, place to protect .the
people. 1
Brophy responded: "The main
concern is with . the health and
safety of the greatest number of
,people. How do you have the nerve
to come here and tell me we're
going to have a dump?"
During the discussion, Metzger
said around 30 packard trucks a day
would haul into the .site. When
Grierson pushed for more details,
he said 30 was an average when the
new site was at full capacity with
all county . municipalities using it.
He also said that it°'had not been
decided yet whether • the local
residents (within the municipality of
the site) would bring their own
waste, or use a transfer facility; as
outer county, municipalities . would.
Expanding the use of Holmesville
is not an alternative, according. to
Metzger. One resident asked, '"Is'
that because of Lavis?"

It was explained that Holmesville
cannot be expanded because of its
Certificate of Approval and
hydrogeological tests say it would
not be safe.
. Earlier in the meeting, Metzger
informed the group about a bus trip
'planned for June 4 to the Oxford
County landfill site, which is com-
parable to the proposed Huron site,
Harmer stated, "Your offer of a bus
trip to a dump is an insult to our
intelligence. I'd like to seea human
study. What happened to the people
who lived around there (Oxford)?"
Mrs. Johnston wanted to know if
any consideration had been given to
the Amish community "who use
'horse and buggies as transportation.

It was again pointed out that all
impacts will he looked at before a
preferred site is chosen. "We are
interested in interviewing all people
in an area," said Metzger.
Grierson questioned why it would

site is eliminated, it will be . an-

Helen Rintoul said that Victoria

Metzger assured the group that no
liquid waste would be handled in
the Huron County landfill site. He
said a pyblic monitoring committee
will be set up to.act asa watchdog.,
Johnston wanted to 'know about
other ways of handling waste, such
as incineration. Metzger replied that
it was a part of the earlier process
to identify waste disposal methods;
however, "landfill is .the preferred
waste management system."
. When 'talks turned to
expropriation, ' Lee said,
"Expropriation is a last resort. We
want to negotiate for a right to
access. Negotiating is our
first
avenue."
The OPP
Two passengers in a pickup
truck received minimal injuries
after the truck rolled onto its
roof on Bruce Avenue,
Kincardine, on May 13 around
11:30 p.m.
Charles Perltins, 16, of
Kincardine swerved to avoid an
animal, losing control, of the
Ford Ranger. The, truck landed
on its top in the South ditch.
Andrew Fox, 17 of Huron
Township and James White, 16,
of Kincardine received minimal
injuries. No one was taken to
hospital.
A 1'7 -year-old Kincardine
woman caused about $60 dam-
age to an OPP cruiser when she
backed into it on May 13 at 2:35
a.m.
The woman had pulled into a
driveway at a residence on
Huron Terrace after a cruiser
had turned its flashing light on.
The cruiser was stopping the
woman because her marker light
was out.
She allegedly did not see the
cruiser when she pulled out.

She was charged for failing to
surrender her driver's licence.
A 20 -year-old Kincardine man
who was a passenger in the car
was charged with breach of an
undertaking for violating his
curfew and drinking.
A 32 -year-old. Tiverton man
was charged with driving with
more than 80 mg of alcohol per ,,
100 'ml of blood and ' impaired
driving after being stopped on
Broadway Street, Kincardine.
An OPP officer observed the
man driving erratically . and
stopped ',him in the driveway at

break and enter' on May 13 at
the Kincardine Library.
Unknown persons entered the
library where construction is
being done on its expansion.
About $50 in donations to the
library expansion was taken
from a container in the library
and' $50 in change and small
bills was taken from a drawer.
