Engineer questions directive •from page 1 .County engineer Brian Krtox was the first to question the new direc- tive. "We issue an awful lot of con- tracts. Is the intention (for this clause) to be in all of them?" Knox asked, naming curb and gutter, hot mix and gravel as some of the . numerous tenders his department awards. "I don't see a contractor from Toronto taking all of his• people from there while we sit here and dole out welfare," said, Andrews. "But no, (local people) don't have to go to the city and make all the culvert." • ' Andrews repeatedly made the point that welfare is becoming the largest part of the county's budget, and advocated a "visionary perspec- tive" todeal with the problem. Huron Township Reeve Murray Thompson was skeptical of the plan. "Are you suggesting that on' a waterworks project or a million - dollar library building a contractor has to use people from our wglfare rolls instead of their own experts?" Thompson asked. • Andrews replied that the point of using infrastructure funding should be to create jobs. . "If skilled trades. are needed, we have people onour rolls quite capa- ble of doing these jobs," he said. • Andrews' motion passed 47-27 in a 'recorded vote, and the county will recommend that its 31 'municipali- ties. and the two boards of education take a similar stand.
