Swine industry consistently
adapts to changes: Lichti

CHESLEY--Changing the selling
system of hogs to formula pricing
was a dramatic change for the
swine industry last year, but the.
industry adapted.
John Lichti, chairman of •the
Ontario Pork Producers' Marketing
Board (OPPMB), said the swine
industry's history reads consistently
of adapting to changes. Lichti, a
hog producer from Perth County,
was a guest speaker at the 28th
annual Grey -Bruce Farmers' Week.
The question the board had to
face on the pricing isuse was, "Why
continue to struggle with prices
when it could try to close the price
gaps"
The eventual change in pricing
stirred up a lot of controversy, but
"our opinion is that the hog prices
in Ontario have narrowed to equal
that of U.S, prices".
Moving the hog sale date by
January 21 is another important
change the board is initiating. All
hogs in Ontario will be sold on
paper beginning Friday's rather than
Monday mornings, said Lichti.
"This will organize the flow of
hogs in a better fashion", he said,
adding it will inform producers
where their hogs are going before
the hogs even: leave the farm.
Support programs
Countervail and government
support programs are current.topics
for the .board.
"Countervailis a big issue for us.
It's an ongoing irritant which, has
been the most talked about topic in
the. eight years I've been with the
board."
The' unfair American laws and
countervails predates NAFTA
(North.American Free Trade Agree-
ment). The Americans are dragging
their feet "to keep pork and hogs
out 9f their country," said Lichti:

"In the eyes, of producers across
Canada, if you get rid 'of tripartite
you'll get rid of countervails.. This
is not true. Countervails will not
disappear". .
Tripartite no longer has a role to

won't survive because there are no
funds available„in any of the prov-
inces. The board will recommend
cancellation of tripartite programs
to both governments, he said. •

board, and what has been talked
about in Ontario; isto develop an
enhanced NISA program. This
program will be called Value Add-
ed Income Support Program, . he
said, adding it's hard to . explain
what•impact this will have on the
hog industry.
Lichti reminded those at the meet-
ing that "it's a national issue and
governments have their own agen-
das.”
Live hog importation
When questioned as to the feasi-
bility of live hog importation from
the .United States, Lichti said he •
doesn't think. it will happen as fast
as predicted.
"In the long-term. it. will have a
good•impact on the hog industry..1
welcome the opportunity' for pack=
ers in this province from pure eco-
nomic terms." •
He told producers there will be
threats and challenges which need
addressing, but "we've always sold
what's come to market. We have
the .resource base to do it, all we
have to do is find ,a market for the
meat" •
The pork industry has natural
abilities and resources to adapt to
change. There have been phenome-
nalchanges in the last 50 years and
Lichti expects "we're going to see -.
some more intothe 20th century".
