Municipalities get $50;000 Kinloss council passes

Huron Township and Ripley
jointly received a $50,000 grant to
help cover the costs of its upcoming
amalgamation.
Municipal Affairs Minister Ed
Philip was at the Ripley -Huron
Complex last Thursday to present
the cheque to the two councils who
underwent• the amalgamation pro-
cess last year.
Philip congratulated the two
municipalities on their voluntary
amalgamation.
"The province is extensively
overgoverned," he said.
When the two municipalities
officially become one in 1995, he
said it will help the province
achieve a goal of cutting costs and
having less government.
He said all municipalities are
faced with challenges to provide
better services under financial con-
straints.
"Amalgamation is one of the tools
available to municipalities."
He said the amalgamation will
serve as a good example to other
municipalities of how well they can
all work together.
He said amalgamations are a form
of compromise that benefits every-
one by creating a larger tax base
and a stronger focus on plans for
development.
Huron .Township Reeve Murray
Thompson, who chaired last year's
amalgamation committee, said, "I
think amalgamation is something
that will catch on gradually."
He said the township has already
received calls from other municipal-
ities like Grand Valley, inquiring
about the process.
"It's encouraging to see there are
other people interested."
Philip said, "We hope you'll
encourage neighboring municipal-
ities to explore with our staff."

Thief steals truck
A 1989, red; two-tone pickup
truck 'was reported stolen from a
Huron Township, residence on
March 8.
Brian Reid reported the truck
stolen from the RR 1, Ripley
driveway between 1 a.m. and 5 a.m.
. The truck has not been recovered.
There is a' two-way FM radio in the
truck and a tool box is mounted in
the rear. .
The keys had been left on
floor of the truck.

reported stolen from a van parked
at Weatherall's Collision, Tiverton
on March 11.
Someone smashed a window of
the van sometime overnight to get
to the radio.

KINLOSS TOWNSHIP - Council
accepted the proposed fire budget
of the Lucknow and' District Fire
Deparunent, conditional upon the
chief's allowance remaining at
$2,360 and the deputy chief's at
$2,100 (1993 levels).
The proposed budget had allowed
for an increase of $340 for the chief
and $350 for the deputy chief,
representing 14.5 per cent and 16.6
per cent respectively.
The total . budget, with
amendments is $52,960.
Roads Department
Henry Clark, road superintendent
will be busy with paper work as he
follows through on council's
instructions to call tenders for
crushing, hauling and spreading
gravel on township roads, supplying
and spreading gravel on ratepayer's
private roads, and calcium chloride.
He was also instructed to proceed
with purchasing gravel for main-
tenance for the south end of the
Township from Art Helm at .60 per
cubic yard, plus GST, and from
Glen Haldenby at .95 'per cubic
'yard, plus GST for the north end of
the township.
Clark will also be seeking quotes
for road- equipment for 1994:
A dual tender will be placed by
Kinloss Township and Culross
Township for the purchase each of
(a) 1994 6 -ton tandem dump truck,
and (b) snowplow equipment, 2 -
way dump box, 1 -way plow and
wing.
Assessment reduced
Council reduced the assessment
on property of Jack Mali due to the
trailer being razed by fire.
Donations
A motion to donate $1,000 to the
Bruce County Federation of
Agriculture for the year 1994, the
year of transition, prior to receiving
a portion of stable funding from
OFA was defeated. A recorded vote
showed one in favor, four opposed.
Infrastructure
Despite a lengthy discussion on
the Canada -Ontario infrastructure
agreement, council decided to table
the matter until it is known what
the 1994 allocation for the township
will be from the Ministry of
Transportation.

Np date yet on the Ontario
Municipal Board hearing to deal
with the Donegan gravel, pit matter
Mark Becker, clerk, was asked to
gather various pieces of information
pertinent to the matter.
Railway .property.
Becker apprised council of the
.meeting he had with ratepayers'
along the CNR line. A five -member
committee has been established to
look into the matter in more detail.
Recycling
Becker informed council that the
1993 recycling program in, the
municipality amounted 'to ' ap-
proximately $3,400.
Will circulate petition
regarding drainage question
DUNGANNQN - Around 30
interested citizens turned out for
a public meeting last Thursday
evening to discuss the possibility
Of utilizing infrastructure funds
to install drainage in the hamlet.
West Wawanosh Township is..
„eligible to receive $66,159
through a Canada -Ontario
infrastructure agreement. In
order to take advantage of the
allocation, the municipality must
contribute $33,080.
Joan Armstrong, clerk, told the
Sentinel that a vote at the.
meeting resulted in the decision
to circulate a petition among the
affected landowners.. If a
majority of the owners indicate
approval, council will proceed
with investigating the matter
further. Armstrong said it is
mainly the area south of Craw-
ford Avenue that would be af-
fected.
