FarmPLUS encourages
investment in agriculture

There is a new investment and
loan program set up in rural com-
munities across'• Ontario to make it
easier for investors to ,invest in
agriculture and for farmers to get
loans.
The program, called FarmPLUS, '
was announced by Minister of
Agriculture and Food Elmer
Buchanan on Jan. 25.
Paul Klopp, Huron MPP and
secretary to the minister of agricul-
ture and food, said the program is a
means to "get decisions back te•the
local communities again.
"It became loud and clear that the
farm community wanted a vehicle
where they could invest money and
know it would come back to the
area."
The program has two parts to it -
investment and loan. On the in-
vestment side, anybody who wants
to invest in the farm community
can buy a guaranteed investment
certificate (GIC). The certificate has
all the benefits of a normal GIC,
including RRSP eligibility and
up
to $60,000 being secured by the
Deposit Insurance Corporation, with
the added bonus that the money
will be used to secure loans for area
farmers and farm businesses.
The Clinton Community Credit
Union started the program last
Friday with Klopp and his aide
Robin Dunbar coming to the
launch. Klopp said,) "Today, we
want- to make sure people realize.
you can invest in this plan. It's
open to farmers and non -farmers."
Klopp went so far as to purchase a
GIC with his own money at the
launch to show his faith in the new
program.
The GICs require a minimum
deposit of $500.
On the loan side of the program,
the provincial government has of-
fered to, guarantee 20 per cent of
the loans ' that come out of the
program. This ,gives , the credit
union or.bank involved the ability
to take on higher risk loans than
they might normally consider.
There is a loan decision commit-
tee which will review all ap-
plications for loans, and farmers -
will be among those comprising the
committee. "The loan decision.
committee makes the final decision
on a loan. It doesn't go on to the
' province. We want to keep the
bureaucracy out of this as much as
possible," Klopp explained.
He continued, "It's somethings
that
should have appened 10 r

years ago, A farmer is going to get
the best possible rate that he can
get and by using the. vehicle of the
credit 'union we (the government)
don't have to set up our own sys-
tem. Everybody is 'a winner on this
program."
Cancels 'Miss Mid -Western

Reports were given by Elizabeth
Irvin (Junior Fair) and three 4-H
leaders for the Beef Club, 1-lorse
and Dairy Clubs respectively. •
Dr. Alec Martin from the Luck -
now -Huron Vet Clinic spoke briefly
about showing cattle safely with the
threat of BVD around. He explained
that prevention was the key word.
Animals to 'be shown should be
vaccinated twice 8-10 weeks, and
6-4 weeks, before the- show. Proof
of vaccination or purchase of vac-
cine would be supplied, by vet'
clinics in the area.
The secretary, . Gloria . Messenger,
announced • that Preliminary
Homecraft lists were available at
the meeting or later. at Your
Favourite Things or the Sentinel
office. She also asked for volun-
teers for the position of Vice -Chair -
lady for the Homecraft section. The
present Chairlady, Jayne Ritchie
will be giving up the position at the
end of 1994. ' • '
Craft Festival and LAS financial
statements were presented and
explained; the Craft Festival again
having a successful, year. .
Don Bell, as chairman, and Gloria
Messenger as' secretary', were ap-
pointed for the annual meeting. Leo
and Imelda ' Murray were
scrutineers.
One director, Dennis Johnston,
Holyrood was appointed for a third
year term.
The executive was returned by
acclamation for a one year term:
president, Murray Irvin; secretary,
Gloria Messenger, and treasurer,
Lloyd Morrison.
4-H 'leaders remain the same with
the exception of Ken Mewhinney,
declining the Beef club ' ap-
pointment.
Don Cameron and Warren Zinn
were again appointed auditors for
1994.
The evening closed with a short
directors' meeting. The next regular
meeting on Feb. 22.
