Welfare caseload up in '93
Bruce County's welfare caseload
was up in 1993, and that's a trend
the social services department ex;
pests• will continue this year. '
Social Services Commissioner
Dick Verrips reported to Bruce
County Council on January 18 that
the General Welfare Assistance
caseload was 5.5 per cent higher
than predicted for last year. •
The good news is that the $91,774
budget shortfall caused by the in-
crease will likely be covered by
savings in other department pro-
grams. The bad news is that with
slow 'economic growth and a con-
tinued job shortage, Verrips expects
the caseload to rise another 7.3 per
cent in '94. That will add $192,055
to county costs.
Putting the current figures in
perspective, Verrips said that in
October Bruce, ranked 48th out of
64 municipalities, with 4.17 per
cent of its population on assistance,
compared to a provincial average of
6.45 per cent.
Verrips also brought council up to
date on changes both the federal
and provincial governments are
\proposing for the welfare system.
He Said the federal government
wants to chan$e the 'safety net' to
a 'launching pad' to get people
back into the workforce through
training and incentives. •
"The bigger challenge will be to
develop an alternative employment -
creating scheme," Verrips noted.
At the provincial level, three new
programs will replace the existing
system. They are aimed at getting
people back to work, helping. those
who can't work, and directing aid
to families with children.
Verrips said municipalities need
"significant input" on the changes.
"Programs designed in the '50's
and '60's no longer work or are
unacceptable in our current environ-
ment," he said, while cautioning "it
will be important to maintain a
thoughtful and reasoned approach"
in reforming those programs.
