SOVIET HARVEST
LESS BRIGHT
Troubled by problems with the
weather and officialdom, the
forecast for the Soviet harvest this
year has been looking less bright.
Agricultural experts say that
while individual plots are coping,
the lack of rain in three key areas
— the southern Ukraine, the Volga
valley, and the Urals — has af-
fected crops seriously.
And Soviet leader Mikhail Gor-
bachev's push on agricultural im-
provements has been frustrated by
internal problems, according to
Sovietskaya Rossiya, an official
newspaper.
The newspaper's harsh account
of waste and mismanagement in
the farming sector pointed to
growing frustration with the pace
of farming changes as outlined in a
party resolution in March, accord-
ing to Western agricultural ex-
perts.
Gorbachev's plan to Zink pay
with productivity, to give bonuses
for meeting targets, and to allow
farmers to sell surplus products at
uncontrolled market prices has not
had the support of several senior
officials, experts say. And Gor-
bachev's policy of putting younger
people in senior positions in the
farming sector has also been
resisted, they add.
Moscow has not issued
grain production figures since
1980. ❑
AGRICULTURAL BANK
OF CHINA
The Bank of Montreal recently
became the first Canadian institu-
tion to establish formal ties with
the Agricultural Bank of China.
The provision for corresponding
banking relations in the agree-
ment, signed when the Agricultural
Bank's delegation visited Canada
in August, is the first such tie that
the Agricultural Bank has
established with any Western
counterpart.
The Agricultural Bank of China,
supervised by the central People's
Bank of China, has assets of about
$45 billion. In addition to pro-
viding almost all of the banking
structure in rural China, it super-
vises the network of rural co-
operatives and co-ordinates the
allocation of agricultural aid funds
throughout the country. ❑
