vehicle so FWIO urges the
Ministry of Transportation and
Communication and the Attorney
General of Ontario to make it
mandatory that the owner of the
vehicle identify the driver of said
vehicle or be held responsible for

Farmers face challenges
"Many hog and beef farmers are
facing tough challenges and are
looking at supply management to
solve their problems and pricing
problems," says Ralph Barrie, ac-
ting chairman of the National
Farm Products Marketing Coun-
cil. Speaking at the swine day of
the Grey -Bruce Farmers' Week in
Chesley, Barrie indicated that hog
and beef farmers are now facing
similar problems to those ex-
perienced by the dairy, broiler, and
egg industries when they turned to
supply management for those com-
modities.
He points to tobacco, hatching
egg, and sheep farmers as groups
who are currently pursuing supply
management as an answer to their
specific concerns.
"Supply management gives a
return from the market place,"
and for some commodities "pro-
tects against vertical integration,"
Barrie says, giving several ex-
amples of existing agencies which
may appeal to hog farmers as solu-
tions to their difficulties. "They
have border controls, supply con-
trol, and pricing powers."
While agreeing that it is possible
to establish new agencies under the
existing legislation, Barrie warns
that it is a "long term struggle."
"It is essential to have support
from the majority of farmers and
full co-operation of the provincial
governments," in order to get the
necessary approval from the
federal government.
But Barrie does not see that kind
of support among producer
groups.
In response to a question as to
when the government might drop
stabilization programs and impose
a marketing system, Barrie replied,
"Nothing will happen until the
screaming is so intense that they
can't ignore it."SGB
