HANOVE --Considering the
events of the last year, the chair of
the Bruce rey Separate School
Board said t social contract might
actually hay , given the board an
advantage.
In his inaugural address December
14, Bill Zettel said the board kept a
balanced budget and full education-
al program in spite of the unexpect-
ed strain imposed by the social
contract.
Zettel, who was acclaimed to a
fourth term as chair at an earlier
meeting, also noted that board
employees were "not adversely
affected" by the social contract.
Zettel admitted the difficulties
created by the social contract and
the financial restraint it imposed,
but was also ready to find the good
side of the situation.
He said it gave the board "a big
advantage" by imposing three-year
agreements with employee groups.
"That frees time to get on with
other aspects of our children's
education," Zettel noted.
He predicted further grant cuts in
1994 that will force the separate
board to "maximize shared servic-
es".
Joint purchasing with neighboring
boards and a bussing review are
two ways Zettel said costs could be
cu. He indicated the board °could
limit or cut back on bus service for
its 4500 students to save money.
`DRINKING AWARENESS
PROGRAM
.Students at a Walkerton• high
school want to set up a program to
warn their peers about the hazards
of binge drinking.
Superintendent Bill Parent told the
Bruce -Grey Separate School Board
December 14 that some students
know about the danger of drinking
and driving, and of the higher alco-
hol content beers now on the mar-
ket. But he said there is still strong
peer pressure about drug and alco-
hol use.
Students at Sacred Heart High
School want a program to warn
their peers about the dangers of
binge drinking and drinking parties.
"This is a youth -driven program
intended to sensitize high school
students about binge drinking prob-
lems," Parent said.
The school has applied for a
$5,300 Ministry of Health grant to
put on forums and arrange speakers
on the issue. Parent said the pro-
gram will be open to all adolescents
in the community.

Borrowing costs for the Bruce -
Grey Separate School Board were
"almost nil" according to figures
released December 14.
Business superintendent Paul
Serre reported the board had three
days of borrowing in 1993. at a
cost of $125 for interest.
The figure is the lowest in 15
years. The board has seen a sharp
decline in borrowing costs since
1986, when 13 per cent interest
rates helped drive the cost of bor-
rowing to almost $96,000 'for that
year.
While rates have fallen to about
half the 1986 level, Serre said long-
range planning that avoids bor-
rowed money is the main reason the
board has been able to reduce that
cost of doing business.
Kincardine women injured
in two vehicle accident
A 34 -year-old Kincardine woman
was taken to Kincardine and Dis-
' trict General Hospital for minor
injuries after an aceident on Dec.
14 at 8 a.m.
Another driver proceeded through
an intersection at County Road 7 in
Huron Township striking the
, woman's car.
She lost control of the vehicle,
entered a ditch and rolled over
seven times.
A 24 -year-old Ripley area man
was charged with failing to yield to
traffic after coming to a stop.
On Dec. 29, an 83 -year-old man
was admitted to hospital after a
jingle vehicle accident in Kinloss
rownship,
A 27 -year-old RR6 Goderich man
was driving the vehicle when he hit
an icy section and entered a ditch,
strikingan embankment.
OPP received a report of an
attempted break and enter at a
Lorne Beach cottage on Dec. 13.
Officers investigated an dis-
covered nine attempted break and
enters at cottages in the area which
occurred between Dec. 11 and. Dec.
13. •
Staff Sergeant Al Neville said
most of the cottages were boarded
up and locked.
In different incidents a door was
removed, boards were unscrewed, a
screen door was removed and pad
locks were cut.
Despite the attempts, nothing has
been reported stolen.
In the past week, OPP received
two reports of lights being stolen or
damaged and a South Bruce Beach
resident reported a six foot tree was
cut down from his property on Pine
Street.
Forty-seven vehicles were stopped
in RIDE checks last week. There
were no charges or 12 -hour suspen-
sions issued.
Looking for stolen ATV
Crime Stoppers of Grey Bruce are
seeking the public's assistance in
the investigation of a theft which
occurred in Bruce Township, On-
tario.
The Kincardine Detachment of
the Ontario Provincial Police report
that 'sometime during the hours of
12:01. a.m. and 7:00 a.m. on Oct. 9
unknown person(s) gained entry to
a garage on Concession 13 in Bruce
Township and wheeled a 1992
Polaris ATV to the road. The ATV
is described as blue with silver
wheels.
The approximate value of the
stolen property is $4,200.00.

as well as the Medal of the British
Empire, the Order of Canada and
an honorary doctorate in science
from Memorial University,
"I went where I wanted to go and
I stayed there because I wanted to
be needed," Bennett once explained,
She died in 1990 at the age of 100,
leaving a legacy of dedication and
service that honors the best tradition
of Canadian nursing.
