The pay equity process at Win-
gham and District Hospital remains
stalled.
At a recent board of governors
meeting, CEO Lloyd Koch told
members that the pay equity officer,
Came Gallant, had been reassigned
at the Pay Equity Commission.
However, prior to her reassignment,
she issued a ruling that dealt with
the nurses at WDH, but not the rest
of the staff ,covered by the plan.
Koch said the decision regarding
the nurses was "basically a non-
decision in that it told the two
parties to go back to the table and
try again to negotiate an
agreement."
Mr. Koch said further, "We are
continuing to analyze the
implications of the decision on the
Pay Equity Tribunal Hearing
scheduled for next month and
through our counsel, have been in
contact with the representatives of
all the other parties. I hope to be
able to report further progress next
month." •
Principals
swap schools
F.E. Madill will see a familiar
face in the principal's office next
month as vice principal Robb
Parr takes over as the school's
acting principal.
With Madill principal Herb
Murphy's transfer from the
school, a series of transfers and
term appointments were required
by the Huron County Board of
Education to fill the gap.
Madill's vice principal, Rob
Parr was appointed acting prin-
cipal for Madill for the term
Dec. 3, 1993 to July 30, 1994.
That appointment allows Mur-
phy's transfer to Bluewater
Secondary School from Dec. 6,
1993 to July 31, 1994 and then.
to South Huron District High
School effective Aug. 1, 1994.
Joe Porter, vice principal of
Seaforth District High School,
will transfer to Madill effective
Dec. 6, 1993 and Bruce Eccles,
night school principal for
Seaforth District High School
and Central Huron, will then
take over as acting vipe'principa1
at Seaforth on Dec. 6.
It was noted a full hiring
process will be initiated in spring
1994 and that the hiring was
being delayed to allow the board
more time to gather information
about impending, yet -undefined
additional provincial fiscal
restraints.

classrooms to accommodate Junior
Kindergarten.
The province ordered all boards to
provide Junior Kindergarten by
1994; but the Bruce has applied to
defer that program until September
1997:
Roofing repairs totalling $1.28
million are also planned to be
spread over the next five years.
Eagleson described the roofing as
"a make-work project".
"We are sending a message very
discretely to the government that
we need to put people to work 'and
maintain our plants," he told trus-
tees.
While the capital forecast was
approved by trustees, the funding
has yet to be approved by the
ministry of education.
Eagleson indicated the board may
have to fight for that approval, but
said "we've done our homework."
FINANCE WARNING
A third-quarter review shows the
Bruce County Board of Education's
finances are "okay-".
"But I have to say again and
again, we're under stress. We don't
know what the social contract and
negotiations will bring," said
finance chair Allan MacKay.
MacKay still wants ideas from the
public on ways the board can
balance costs and services.
"More minds make better
decisions," he said.
NEGOTIATIONS
TAKEN OVER
Secondary teachers with the Bruce
County Board of Education an-
nounced Tuesday that their contract
negotiations have been handed to a
team from the Ontario Secondary
School Teachers' Federation. The
move means two staff from the
OSSTF Toronto office will lead a
negotiating team that also includes
local federation representatives.
Previously, the entire ,teachers'
negotiating team was made up of
county teachers.
Bruce Teachers' president Mark
Ciavaglia said teachers voted 97 per
cent in favor of letting their provin-
cial federation staff takeover
negotiations.
The County's 280 secondary
teachers are now in their second
school year without a contract.
Their last agreement expired August
31, 1992. "It's not Unusual with this
board to be in arrears with
contracts," Ciavaglia said.
Meanwhile Ciavaglia predicted
"real problems" settling the impact
of the social contract on the 1993-
94 agreement, as the two sides
dispute cutback target numbers.
Winter driving course
looks at driver reaction

Driving is a demanding and complex task in winter. With that weather
fast approaching, a winter driving course was given by Constable John
Marshall, of the Goderich OPP, at the Lucknow Legion last week.
Various winter -type road conditions and a driver's reaction to them in
an emergency situation were presented by video.
Two areas stressed by Constable Marshall were visual tracking and
the use of neutral. '
Visual tracking is a term used meaning "look where you want to go."
By looking where you want to go you will steer where you want to go.
An example of this would be in a situation where a car is fishtailing.
Don't look at the snowbank or ditch you think your car is going to land
in. Keep your eyes focused ahead where you want your vehicle to go.
The eye and brain work together as a team when you are driving.
Constable Marshall referred to the neutral position of the gear stick as
"a very underused part of the transmission,' saying "you have more
control when your vehicle is neutral. It gives you even braking on all
four wheels. Neutral really does work." He did stress that a driver
shouldn't have to look at the gear stick or console to find neutral. It
should be an automatic move without the need of eye contact.
Other areas of knowledge that result in safe winter driving are
knowing your car's performance under various situations. Do you have
front wheel or rear wheel drive? How does it react under certain
conditions? Other than real life situations, it was suggested that practise,
in a safe area, is essential to learn good braking methods in winter
conditions.
Constable Marshall spoke highly of anti-lock braking systems that are
found on some newer model vehicles. They allow you to brake hard and
maintain control of your steering:
The course is a good one that instills more confidence in those who
find it necessary to buck hazardous winter road conditions in south=
western Ontario.
