(photo by Pat Livingston) Complete pre -engineering • survey Surveyors have been evident on Campbell Street in Lucknow the past two weeks. Reeve Stuart Reavie explained that B.M. Ross and Associates were hired to proceed with preliminary design and pre -engineering survey work on the Campbell Street connecting link to Highway 86. The resurfacing of Highway 86, by the Ministry of Transportation, will take place in the future and Reeve Reavie said council wanted to have its design drawn up and presented to the Ministry for approval. The resur- facing of the connecting link will be paid for by the Ministry. The estimated $10,000 cost for the survey, to be paid out of the 1994 road budget, will be refunded to the village by the Ministry. •During the Oct. 12 meeting, coun- cil gave approval for the company of Morris and Morris to be hired to remove eight dead trees that are interfering with `power lines. The cost will be $2,920. Reeve Reavie said they hope to have the system on -stream by Jan, 1, With the exception of the cost of the extras to the contract, council passed the first payment to Devgroup, the company building the sub -station. Council discussed the Bruce County Long Range Construction Program. Their response included information on the future resur- facing of Highway 86, pointing out that Ross and Stauffer Streets con- nect. Reeve Reavie said both streets have been on the county's "priority list" for approximately five years. The acquisition of Lots 518 and 519, Plan 131, (South Delhi Street) from Walter Arnold, will proceed on a 50-50 split basis of the $2,000 cost with Maitland Valley Conser- vation Authority. Survey costs will be in addition to the purchase cost, said Reeve Reavie. The village's social contract proposal has been accepted as sub- mitted, qualifying Lucknow for the balance of its 1993 unconditional grant. The Lucknow and District Fire Department, will patrol the villi on Halloween. Council gave two readings to the bylaw regarding the execution of a contract with the South Bruce Bylaw Enforcement Committee and the hiring of a joint bylaw enfor- cement officer. Council appointed the reeve, or a designate, to be a member of that committee. Reeve Reavie and/or Councillor Lynn Peck • will be the 1993/94 members. The November meeting of Luck - now village council has been changed to Nov. 8. Winter rec programs are ready to go Despite some recent mild weather, the ice is installed at the Lucknow arena and hockey practices have started, says Gary Nicholson, area recreation . coordinator. Ron Schell and Mike Beldman have been hired as assistants. A new oil -fired water heater for use with the Olympia machine was installed. The ice -flooding unit uses 80 to 85 gallons • of hot water per hour. Mr. Nicholson said the costs of the water heater should be recovered within two winter seasons. A full complement of minor hockey teams is in place for the 1993/94 winter season, with coaches and managers for all teams. Nine trainers and 12 coaches have taken respective clinics. The first game is scheduled for Oct. 31. Teams include Pre -tyke, Tyke; Novice (2), Atoms (2), Pee Wee (2), and one Bantam, Midget and Juvenile. .._ Girls' hockey will be evident. in Lucknow this year with one 'team comprised of girls 6 to 15 years old. For this year, the team, coached by Allan Andrew, will play exhibition games with Wingham and Goderich. Mr. Nicholson said there will be no girls' ringette teams. Figure skating starts Nov. 1 and will take place on Mondays and ' Wednesdays. Public skating is underway on Saturdays between 1 and 3 p.m. and Sundays between 1:30 and 3 p.m. Other programs include parents and tots skating on Mondays and Wednesdays from 1 to 3'p.m. Mr. Nicholson said he is thinking about introducing shinny hockey on Tuesday and Thursday mornings between 10 a.m. and noon. It would be a pay -at -the -gate system and could be 'a good opportunity for farmers and others, not involved in a recreational League, to lace up the skates and take to the ice. Ashfield councillors approve pool repairs ASHFIELD TOWNSHIP - At the Oct. • 19 'meeting of Ashfield Township council, approval was given to the tender of Blue Horizon Pools for repairs to the Lucknow swimming pool, in the amount of $10,257. The pool falls under the Joint Recreation Committee comprised of the municipalities of Ashfield, Lucknow, Kinloss and West Wawanosh. Nyle Barker and Judith Walsh, from the Green Acres Cove Beach Association, attended the meeting in regard to the issue of Lot 11-15, Plan 590, access to David Drive. Following discussion of the mat- ter and related correspondence, council passed a resolution that the David Drive extension be approved as presented by the Green Acres Cove Road Committee, and that the access to Lot 15 be established off of the David Drive extension. The work must be completed to the satisfaction of the • township road superintendent. , After reviewing correspondence from Thomas Troyan, lawyer, coun- cil passed a resolution recognizing that part of the house, deck and the garage owned by Jean R. Johnston at Lot 11, Plan 579, Port Albert, is located on township property . as. indicated on the survey dated Oct. 5, 1993. The sum of $25,000 has been kransferred from the reserve account to the general funds for the com- puter system. A tile drain loan application for Bev McNay was approved, subject to availability of provincial funding. Counc 1 accepted the quote of Dawson s Plumbing for $1,247 for the installation of a new pump and pressure tank at the ' township municipal building. OPP report on activity OPP are investigating a vehicle taken without its owner's per- mission after a party in Inverhuron. The owner of the car, from Southampton, had left the vehicle m Inverhuron after the party but the vehicle was found .the next day on a. Kincardine Street. A local towing company also reports towing the vehicle out of a ditch three times that night. On Oct. 25, two young offenders were taken to hospital for minor injuries• after an accident on Bruce County Road 15. As a result of the accident, a 17 - year -old Tiverton youth was charged with theft over $1,000 for taking his mother's car. A 53 -year-old Tiverton man is in an Owen Sound hospital in stable Condition after a single vehicle accident on Bruce County Road '15 on Oct. 23. The man's pick up truck entered the north ditch,. west of Glammis where it flipped end -over -end sev- eral times. The man 'was taken to the Kincardine and District General Hospital with serious injuries before being transferred to Owen Sound. • Explosion . Kincardine OPP and the' ministry of labor are investigating an explosion that injured three people on Oct. 20 at about 2:30 p.m. The explosion took place at Bluewater Fibre Inc in Bruce •turn to page 14
