Candidates state positions on MPs' pension plan

pressing need of the agricultural
industry. We need to acknowledge
satisfactory research on the other
side of the border; eliminate
duplication from one side to the
other.
Steckle - We think it's time action
was taken on the concerns where a
product is imported to this country
that had a Canadian -banned pes-
ticide used on it.
Cardiff - A more in-depth analysis
would have to made of the study
"Canada's Pesticide Regulatory
System: Effect on Canada's Overall
Economy" before any further action
could be taken.
Question: Do any of your parties
• have any policies or initiatives that
would support and encourage en-
vironmental programs that would
be complimentary to some of the
provincial programs, such as
manure handling facilities
improvements?
Cardiff - We have to remember
that we have a shared responsibility
and we have the most success in
working with the federal
government and the provincial
governments across this country
because we know that different
regions require different programs.
We view the Green, Plan as a good
one that can be enhanced and ex-
panded.
Steckle - We need to have a sus-
tainable agricultural policy where
we look at the environment when
we make decisions, but, we have to
do so in consultation with the far-
ming community.
Lobb - We need a relationshipthat
has some leadership that clearly
clarifies who is handling what issue.
The environmental aspect is front
and centre.
McQuail - We would make our
comprehensive soil and water
conservation strategy a long term
commitment to maintain the
momentum achieved by programs
such as the recovery program.
Zekveld - Canada is strapped to the
limit and right now cannot afford
any extras, no more subsidies. A
fair return for products, along with
the right management would allow
the farmer to be a.good steward of
the land.
Dettweiler - In our strong judicial
system, anyone would be, free. to
sue another who uses chemicals
harmful to the environment. I agree
with Henry that owners of the land
would look after it in a way that it
would be sustainable and keep
things in proper condition.
Question: What is your position on
supply management?
Steckle - We have always sup-
ported supply management and will
continue to support it.
Cardiff - Our party policy has
always been that if farmers choose
to collectively market their product,
we would support them.
Lobb - The post -GATT era starts
the day after it is signed and we are
possibly going to need some assis-
tance. We will work on
strengthening and enforcing our
import regulations and anti-dumping
laws.
McQuail - The NDP strongly sup-
ports supply management. We will
fight trade deals that prevent us
from creating and maintaining our
own agricultural institutions.
Zekveld - We are in favor of sup-
ply management, but we must
eliminate quotas, so as not to hurt
any farmers, but eliminate the cost
so that consumers don't have to pay
for that.
Dettweiler - We will not permit the
continuation of marketing boards as
they now exist.. We have no
.problem with fanners belonging to
a system to market their products,
but nobody should be forced to
belong.
Question: 1't is said that if GATT is
resolved there will be a $213 bil-
lion . dollar a yearworld growth.
Existing markets cannot afford our
subsidized premiums. How will they
be able to afford our commodities if
the price goes up according to the
predictions, or is GATT something
that benefits multi -nationals?
Cardiff - It is hoped that GATT
will bring some law and order, that
it will create more stability and
confidence in the world market
system so that people can move
forward with a little more con-
fidence.
Steckle - I guess my concern is

Farlan opened his response to the
boards' concerns by first praising
their initiative in coming together
for their first joint meeting. "I con-
sider it an historic occasion to have
both school boards together."
In addressing the concerns of
finance and fairness, he said, "One
• could argue that in Ontario we
spend very generously on
education," but he added, however,
"there is a new economy.
"The public expects all of us to
be real partners. They expect
teachers, trustees and the ministry
tobe focused."
Farman said the public is tired of
"forger pointing" on' all levels and
they want to see public employees
working together for common
solutions.
He said the public wants to see
accountability for their education
dollars. `There is a greater and
greater demand for standards and
accountability." He said that
national standards will be
introduced in 1996 in response to
this under the Transition Years
program.
He said he was pleased with the
stand the HCBE took on Junior
Kindergarten at their board meeting.
on October 4. "I want to commend
you for the decision you made
concerning Junior Kindergarten."
The HCBE passed two proposals
at the meeting. They called for the
board ' to proceed with the
implementation of Junior Kinder-
garten and to open discussions with
local day care and—nursery—operators
who wish . to explore options for
partnership in implementing the
new program.
He again commended the two
boards on their initiative and
promised to take their concerns to
Education and Training Minister
Dave Cook.

when we look at GATT, we haven't
always been sure our interests were
protected. There is room at
GATT,to resolve this thing in favor
of the Canadian farmer where sup-
ply management is concerned.
Lobb - GATT means much to this
country. I believe all parties would
save a lot of time if they would say
now whether they will sign GATT
as it is written; when the option
comes later in the year.
McQuail - We've. been a little too
eager to sign the trade deals without
looking at how it will effect us in
the long term. We feel strongly that
Article 11 has to be maintained.
Question: 1f your party in favor of
revamping : the • MPs' pension
program?
McQuail - What we propose is to
bring in an independent to review
the whole thing and make recom-
mendations.
Lobb - ' Our candidates have
pledged to rollback the wages of
MPs by 15 per (cent, defer pensions
until 65 and reduce the costs of
MPs' travel.
Steckle - I personally believe no
person should receive a pension
until at least age 60; the same as
those who elect to take the Canada
Pension earlier.
Cardiff - The PM has already said
she will make sure no one receives
a pension before age 55: We have
to remember that every MP who is
elected to the House of Commons
paid 11 per cent of his salary off
the top to that pension. It does have
to be changed to 55 or 60, by way
of an independent study.
Zekveld - We believe wages should
be reviewed and adjusted according
to the job. Pensions are received by
everyone at 65, why is that not
sufficient?
Dettweiler - Our people would use
their own money to purchase their
own plan! as thin or as fat as they
want.
